    Excerpts from the RFA:

    Purpose

The purpose of this RFA is to provide guidance for current contractors to submit continuation applications to the Iowa Department of Health and Human Services (referred to as Agency) to renew service provisions as described by and within the project period established by the RFPs #58823023, #58823027 and #58823030. Services covered by this application include applying the Strategic Prevention Framework (SPF) to address excessive adult alcohol misuse and alcohol-involved deaths in adults aged 45 and older in the seven awarded counties. The Agency is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as supporting opportunities for everyone to live the healthiest life possible through the reduction of barriers in environmental, social, economic and other conditions which impact health. This grant promotes health equity through the Strategic Prevention Framework model and its guiding principle step Cultural Competency which adheres to and promotes 15 Cultural and Linguistic Appropriate Service Standards (CLAS). Use of CLAS is a way to improve the quality of services provided to all individuals, which will ultimately help reduce health disparities and achieve health equity. (Refer to Section 6 for additional information on CLAS).

Oct 8, 2025 9:09 AMASAC is requesting to have the PFS PAM Coordinators attend a virtual policy and procedure writing training in order to assist with learning how to write Alcohol Restrictions at Community Events policies (and potentially TiPS policies), how to present policies in a language that event and business personnel, event board members, and other stakeholders will buy in to. This workshop will also teach the PFS PAM Coordinators words and phrases that may cause legal issues, and will allow the PFS PAM Coordinators to better word policy drafts to avoid potential push back from event staff and boards and event stakeholders. This training is conducted by the University of Minnesota and is virtual; no out of state travel is required. Here is a link to the training that we would like to include in the FY26 proposed budget: https://ccaps.umn.edu/courses/writing-policies-and-procedures#:~:text=assess%20what%20belongs%20in%20your,create%20legal%20or%20organizational%20trouble. The proposed training aligns with grant goals and if it aligns with the approved action plan, the training cost can be included in the FY26 budget.
