  • It is the responsibility of the Applicant to review all attachments listed in the section below, including the Request for Proposal (RFP).

    Purpose  

    The purpose of this Request for Proposal (RFP) # FWBPEHV26006 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide coordination of the Iowa Family Support Credentialing program (IFSC). The successful applicant will assist Iowa Family Support programs to meet the definition of an evidence-based or promising practice through direct technical assistance (TA) and peer review. This will include connecting a current IFSC program to connect with state staff and nearby evidence-based affiliate programs to consider adding to their affiliate status, if planning to transition from the IFSC to an evidence-based model. The successful applicant will be responsible for all aspects of the IFSC credentialing process leading to the enrolled program’s readiness for the on-site peer review. This includes the provision of training or scholarships for training to assist program personnel to meet the Iowa Family Support Standards. Additionally, the applicant would also need to demonstrate their experience with providing on-going coaching as technical assistance aligned to quality improvement strategies.

If yes, who provides the training and what is the anticipated cost? Goal 5: 3 When referencing “participating” programs and staff does “participating” mean programs and staff involved in the IFSC credentialing process or all programs and staff who utilize DAISEY? If the latter, how many programs and staff does that include?Goal 2:10 – There is not an anticipated number of waiver recipients. The total number of waiver recipients the last fiscal year was eight (8).

Goal 5: 1C – Iowa has approximately 35 evidenced based affiliates (Healthy Families America (HFA) and Parents as Teachers (PAT) that will need fidelity reviews. Programs going through accreditation with the HFA or PAT national office within the fiscal year will not need a state fidelity review.

Goal 5: 2 – Training on the FOCUSS Tool Implementation will be provided by IHHS to the contractor. There will be no cost associated with this training.

Goal 5: 3 – Participating programs and staff refers to the programs and staff utilizing either the Iowa Family Support Credential or an Evidence-based home visitation model who utilize the DAISEY data collection system. The average number of staff this past fiscal year is 150 home visitors and supervisors.

However, there may be some incidences where a deeper review is requested (rated).
