Purpose
The purpose of this Request for Proposal (RFP) # BHTHPTR26091 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide recovery housing services as outlined by the National Association for Recovery Residences (NARR).

Sep 27, 2025 9:00 AM | We have in existence a Level III women's recovery residence in a very rural area. It is very structured. We have been operating over 3 years, with success. Our area has no other recovery housing in urban areas where the women could find work. Could this grant to be used to purchase a house and help with operations in Muscatine Iowa where there is extensive drug problems? We would see it as an extension to our own program, as a Level II transitional living where the women that aren't ready for their own place can work full time but have a safe home. We were the second recovery residence certified in Iowa, only one of two Level III, we have a great deal of experience. | Purchase and/or renovation of a property to serve as a NARR-certified recovery house is an allowable use. |

This does not mean however that all of the services provided must be delivered to individuals with opioid use disorder. |

Oct 10, 2025 5:18 PM | Please clarify these sections of the RFP: In section 2.04 (p.19), under B., it says that costs will only be eligible for reimbursement for services described in the Scope of Work. The Scope of Work in 2.03 (p.17), includes deliverables under B. a-g. But, in section 2.04 (p.19), under C, it states the deliverables funded by the RFP are only two: - Purchase of a structure to serve as a NARR-certified recovery residence in order to expand services to individuals with an Opioid Use Disorder - Construction and/or renovation of a structure to serve as a NARR-certified recovery residence in order to expand services to individuals with an Opioid Use Disorder Additionally, in 2.04, under C (p.20), it says that costs for each deliverable should be all-inclusive including: labor, materials, furnishings, travel, mileage, meals, lodging, supplies, personnel, salaries, benefits, insurance, training, conferences, telephone, utilities, start-up costs, applicable taxes, duties, licensing and leasing fees, building updates and improvements, as well as indirect costs or administrative costs, and all other costs and expenses of applicant in order to deliver the Services as specified in this RFP. However, on page 23 under section Standard Line Item Budget section, it says that salary and fringe can’t be included with these funds, and equipment can’t be purchased with these funds. Questions: - Please clarify if we are only to budget for the two deliverables listed in section 2.04 C (p19) or if we are to budget for the entire deliverables list under the Scope of Work (p.17). - Please clarify if we are to include the “all-inclusive” costs listed on p.20 for each deliverable listed in the “Other” category of the budget. | No. The funding can only be used for the purchase, construction, and/or renovation costs of the project. |
Oct 13, 2025 8:23 PM | We have a house currently that is NARR certified but may not be able to meet our current mortgage and pay our program director for additonal hours beyond part time to allow us to reach capacity. We feel that purchasing a new house and selling our existing house, while not increasing capacity (city ordinance), will allow us to have a full house of residents and a full time program manager to meet their needs sufficientlly. Will this meet the criteria? | The funding purpose is purchase, construction, and/or renovation costs. A plan must be submitted to show how the project will expand access to services beyond existing capacity for individuals diagnosed with an opioid use disorder. |
