    Purpose

    The purpose of this Request for Proposal (RFP) #FWBPEHV26005 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide Maternal, Infant, and Early Childhood (MIECHV) evidence-based home visitation services to at-risk young children and to provide coordinated intake services in surrounding counties. Home visiting services are designed to improve outcomes for young children and their families.  

    The program is designed: (1) to strengthen and improve the programs and activities carried out under Title V and other community service providers; (2) to improve coordination of services for at-risk communities; and (3) to identify and provide comprehensive services to improve outcomes for families who reside in at-risk communities.  

    This project is part of federal and state evaluation projects. All organizations selected through this Request for Proposal process will be required to participate fully in all evaluation projects.

The date in Section 1.06, Item F, Release of Names of Applicants should state August 10th, 2025. The names of all applicants who submitted applications by the deadline shall be released to all who have requested such notification via an email request to John McMullen at john.mcmullen@hhs.iowa.gov . The announcement of applicants who timely submitted an application does not mean that an individual application has been deemed technically compliant or accepted for evaluation.
Jun 27, 2025 3:00 PMIn the Home Visiting Model table included in Section 1.04 of the RFP, for those services areas that list HFA or PAT model implementation, can both models be provided or must a contractor choose only one of the two for implementation?In Section 1.04, County Service Areas that list Home Visitation Model Healthy Families America OR Parents as Teachers can provide one or both evidence-based models for implementation in that service area.

Will a compliance plan be required if contracts fall below this for more than 3 consecutive months?No. 95% service capacity is the expectation. However, policy #10 located in the MIECHV Operations Manual, states that compliance plans will be initiated if a site is under 85% for 3 consecutive months.
Jul 17, 2025 3:12 PMMIECHV Goal 3, Objective 3.3 # 3 states that all direct service staff must have a facebook professional profile. There were conversations recently about removing this requirement. Is it safe to assume it is still going to be required into this contract year for direct staff to have a professional facebook profile?Yes.
Jul 17, 2025 3:20 PMThe RFP states under MIECHV Goal 6 that supervisors must complete the Iowa Family Support Supervisor Certification Course within 1 year of hire and complete the Institute Supervisor certification exam. There are not any available classes listed on the U of I website and the certification exam for supervisors has not been announced yet. Is this still a requirement and where do we ensure supervisors are getting the courses or exam information?Supervisors will complete the Iowa Family Support Supervisor certification within one year of hire, or one year of exam availability, when the certification exam supervisors is made available. At this time, the Iowa Family Support Supervisor certification has not been finalized.
Jul 17, 2025 3:33 PMWhat is the file retention policy for this contract?There is not a file retention policy at this time for MIECHV funded programs. A file retention policy is being drafted with a planned start date of October 1, 2025.
Jul 17, 2025 4:26 PMFor a program providing Healthy Families America/ HFA, is a letter of application for accreditation required, or is a letter of affiliation with HFA required for submission?If a site is HFA Accredited, they must provide that certification when applying. If a site is not currently accredited, they must attach proof of application for accreditation from the model’s national office.
