    Excerpts from the Informal Competitive Funding Oppertunity:

    Project 

    The Department of Health and Human Services (“Agency”) is soliciting Bid Proposals in accordance with the informal competitive procedures in 11 Iowa Administrative Code chapter 118. The purpose of this Solicitation is to enable the Agency to select the most qualified individual, agency, or organization to provide professional development training that will equip youth serving professionals with practical tools and strategies derived from the Science of Hope, enabling them to drive transformative and positive change within their youth-centered programs, organizations and communities.  

      Duration of Contract.  

    The Agency anticipates executing a contract that will have a contract term of 07-15-2025 to 06-30-2026, with no extensions.  

    Bidder Eligibility  

    Applicants must have demonstrated expertise in hope as a psychological strength for children, adolescents, and adults, which shall include published research on the science and power of hope. Eligible bidders for this opportunity are:

    Procurement Timetable   

    There are no exceptions to any deadlines for the Bidder; however, the Agency reserves the right to change the dates.  Times provided are in Central Time.

May 30, 2025 9:23 AM1. How many agencies/organizations do you estimate will participate? 2. How many individuals do you estimate will participate? 3. Reimbursable Expense (1.6.3): does this reference the project specifically? We do have other contracts with the state including IHHS. 4. Training dates are for August 11-15, 2025. Can this include Multiple training events (e.g., Hope Summit for leadership - 1 day; and a 2-day hope champion training)? Or is the preference for one event to take place during that week?1. There are a total of 18 contracted agencies.

2. Anticipating a maximum of 50 attendees.

3. Yes, this is specific to the contract that will result from this bid request. All conditions set forth in other agreements with the State of Iowa would remain intact.

4. The Grantee meeting is held over a two-day period. The preference would be for one, full day training. There is potential for additional time on the second day.
