    Purpose

    The purpose of this Request for Proposal (RFP) # COAEREF26001 is to select the most qualified Contractor to implement a program to provide access to international resources to Iowans and new Iowans to provide economic and leadership development resulting in Iowa being a more welcoming place to live, work, and raise a family. The program shall provide supplemental support services for international refugees to improve learning, English literacy, life skills, cultural competencies, and integration in Polk County, Iowa.

Bidders shall describe the curriculum they will use, cite the rationale for selecting this curriculum and provide evidence of its effectiveness." Does the Agency have a preference of curriculum that is used?The agency doesn't have a preference. Bidders can describe the rationale on the evidence-based curriculum they are going to use for these classes.
Apr 30, 2025 12:52 PMThe RFP states that "Classes shall be available in several locations accessible to Refugees living in Polk County." Does that mean that classes must be available across all of Polk County or are locations across the Des Moines metro and surrounding areas allowable?Applicants should describe how the chosen locations are accessible to refugees living in Polk County.
Apr 30, 2025 1:01 PMThe RFP states that the goals and objectives of the program are to provide supplemental support services for international refugees to improve learning, English literacy, life skills, cultural competencies, and integration in Polk County, Iowa, however only Performance Measures related to increased English proficiency are currently included in the RFP. Does the Agency anticipate that Contractors will be asked to measure gains outside of English language acquisition as well?The Agency does not anticipate requiring measures for gains outside of the English language.

Please advise where that form can be located within the Iowa Grants application package.The form has been added to the application and falls between the Needs Assessment and the Personnel form.
