    Purpose

    The purpose of this Request for Proposal (RFP) BHTHPTR26047 is to solicit applications that will enable Iowa Health and Human Servies (referred to as Department) to select the most qualified applicant to provide peer-driven, opioid and stimulant-focused substance use disorder services to Iowans. Applicants may apply to provide services from a menu detailed below that includes, selected screening, treatment services and recovery support services. All services will be provided under Iowa’s State Opioid Response (SOR) grant award from the federal Substance Abuse and Mental Health Services Administration (SAMHSA).

    These targeted and peer-driven services promote health equity through building the capacity of client/patient service programs (SUD service providers, health systems, etc.) to increase services and expand access to care for individuals with opioid and stimulant use disorder.

Apr 30, 2025 12:15 PMFor current SOR grantees/contract holders - are we correct in interpreting that we are eligible to apply and this project can be implemented in tandem with currently enrolled SOR participants? If so, how would this work with GPRAs? Or is this saying if an individual is already enrolled in SOR services they would not be eligible for service under this funding - currently no SOR enrollees have peer recovery selected as an RSS.Yes, current State Opioid Response (SOR) contractors are eligible to apply if it adds additional services (such as SBIRT) that are not currently being provided under SOR. This funding opportunity is funded by the SOR grant. Individuals admitted into SOR would not require an additional GPRA. Individuals who are admitted into SOR can also receive services from this award; however, individuals cannot receive services that would be considered duplicative.

Introduction Is the listed minimum number of Iowans to be served in Years 1, 2, and 3 for all grant recipients combined or is that the expected number to be served by each applicant? In other words, is there a required number of individuals that must be served by the applicant each year?The manual identifies total state minimum numbers, not each applicant. Proposed enrollment numbers from the applicant will be considered. If an application does not provide adequate or proposed numbers, minimum requirements will be established in the contract based on the proposed services.
