Purpose
The purpose of this Request for Proposal (RFP) # PHTHORC26007 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide education, outreach, and leadership development to strengthen Iowa’s direct care workforce.

Must all items outlined in the Scope of Work be addressed in the first year and every year thereafter? -Under 1.3.1.5 Scope of Work - the addition of the comprehensive national policy and environmental scan of direct care worker programs in other states. Analyze best practices, emerging trends, and policy innovations that could inform Iowa's direct care workforce strategy: -How would this differ from the work that the Agency contracted to The Lewin Group and PHI National in their report on what Iowa needs to do to address the direct care workforce crisis? They indicated that Iowa needed to build upon foundational work already done. • Can the work be stretched out over the 6-year period? • Is the awardee able to build upon work already begun under a previous contract? 2) Page 7, 1.6.1 references $510K 3) Page 11, references insurance requirements which isn't a problem for our organization. It would be helpful if we could get clarification on the distinction between a "subcontractor" and a "consultant". We define a subcontractor as an individual or organization that we would contract out a specific scope of work, for example only, the 1.3.1.2., comprehensive public relations campaign. A consultant is one who helps carry out some of the tasks outlined in the Scope of Work and cannot be expected to have insurance. HHS Application Instructions/Guidelines: 1. Pages 15/16, Please clarify that an application previously submitted for this funding opportunity can be accessed, revised, and submitted. Thank You! In the Draft Contract, deliverable 1.3.1.5 requires a new and comprehensive national policy and environmental scan of Direct Care Worker programs in other states. The analysis must be original, reflecting current best practices, emerging trends, and policy innovations that could inform Iowa’s direct care workforce strategy. In the Draft Contract, section 1.6.1 Pricing, references that the Contractor will be compensated an amount not to exceed $510,000 over the entire term of the contract, which spans six (6) years, including any extensions or renewals. A "subcontractor" is any third party with whom the applicant enters into a contractual agreement to perform any portion of the responsibilities assigned to the Contractor under this RFP. An application previously submitted for this funding opportunity cannot be accessed, revised, and submitted. |
