  • GUIDELINES FOR LAW ENFORCEMENT TRAFFIC SAFETY APPLICATIONS

    The Iowa Governor's Traffic Safety Bureau (GTSB) administers the federally funded Highway Safety Program currently authorized through the Infrastructure Investment and Jobs Act (IIJA). The IIJA Act authorizes the federal surface transportation programs for highways, highway safety and transit. Federal highway safety programs are administered by the National Highway Traffic Safety Administration (NHTSA), an agency of the U.S. Department of Transportation, established in 1966 to combat the growing number of traffic related deaths and injuries. 

     

    The mission of GTSB is to identify traffic safety issues and, through partnerships with city, county, state and local organizations, develop and implement strategies to reduce deaths and injuries on Iowa's roadways using federally-funded grants to improve traffic safety in the State of Iowa.

     

    Traffic safety grant awarded projects may include elements such as directed overtime enforcement, educational presentations, training, public information campaigns and equipment that supports highway safety enforcement activities.

     

    Agencies requesting overtime funds are required to conduct planned enforcement activities at high-risk times and locations. The activities must include participation in two targeted traffic enforcement projects, one multi-jurisdictional project and one conducted at night. Agencies are also required to conduct a minimum of 12 public awareness activities through media releases, social media posts, news articles and/or educational presentations.

     

    Traffic safety projects are funded through one-year project agreements between GTSB and the subrecipient. Funds are only provided through reimbursement after project costs are incurred. Claims are submitted and reimbursed on a monthly basis.

     

    The agency head or suitable authority must sign the project agreement. Applications must be received by GTSB before February 28th for consideration in the program year beginning October 1st.

     

    Examples of law enforcement funded projects:

    1. Overtime for traffic enforcement (general traffic and impaired driving enforcement)
    2. Overtime for educational presentations
    3. Training-related travel
    4. Educational materials (brochures, posters or other printed items with traffic safety information)
    5. Radars, Lidars and TruCam (hand-held laser radar/video camera) (NHTSA approved)
    6. Preliminary Breath Test (PBT) devices (NHTSA approved)
    7. Speed trailers
    8. Speed signs
    9. Impaired Vision Simulation Goggles
