    Purpose: 

    The purpose of this Request for Proposal (RFP) # FWBPEHV26009 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide community public health services which include Healthy Opportunities for Parents to Experience Success – Healthy Families Iowa (HOPES-HFI) family support home visitation. This program promotes health equity through providing parenting education to families to assure children ages birth to five years achieve the highest possible success and outcomes.

Feb 14, 2025 11:26 AMAs far as the match for funding, can an example be given that illustrates how this looks? The Application instructions state "up to $6,000 per slot may be applied for". For example, if an agency applies for 20 slots, that comes to $120,000. Would the agency be awarded A) $120,000 from the state and need to come up with $60,000 for a total of $180,000 to work with OR B) $80,000 would be the award and the agency would need to match with $40,000 for a total of $120,000?A match of $1.00 for each $2.00 of state funding awarded is required. In the example provided, the applicant would plan for situation A. If the applicant applies for 20 slots, they could be awarded $120,000 with the applicant contributing an additional $60,000 in required match funds.
Feb 14, 2025 11:27 AMWhen thinking about slots and a budget, due to the match, should contractors just be figuring the award will actually be $4,000 a slot to accommodate for the match, as opposed to the listed $6,000?No. A match of $1.00 for each $2.00 of state funding awarded is required.

Feb 18, 2025 3:15 PMIf a grant awardee is already using Daisey for home visiting reporting through Parents as Teachers, will they continue to use the same Daisey account or need to create a new Daisey to track HOPES enrolled families? DAISEY access is determined by the funder. Currently there are two different DAISEY modules in Iowa. One is for Iowa FSSD and the other is for Iowa MIECHV and HOPES HFI. They are separate modules with different data requirements.
Feb 24, 2025 2:36 PMIf an applicant is requesting to provide services under their own bid proposal in one service area and are also exploring subcontracting with another entity to provide services in another service area, must the total slots proposed to be served by that applicant (under both primary and subcontractor roles) be 110 or less? Or is the applicant allowed to propose 110 slots in its primary bid and additional slots in the subcontractor role?Each applicant can apply for a minimum of 15 slots or a maximum of 110 slots. An applicant cannot apply for more than 110 slots, regardless of subcontracting.

Feb 24, 2025 2:41 PMDoes the Agency anticipate that recent Executive Orders issued by the current federal administration related to DEI efforts will impact the ways in which providers should provide/describe their service efforts related to the HFA Critical Elements (most specifically Critical Element #5)? The critical elements listed in this funding opportunity are those of Healthy Families America national model. If the HFA national model changed a critical element, an awardee of these funds would be notified.

Or must it be spent?The match funds should be included in the budget and will be considered in the review of all applications. An applicant would want to consider the size of the program they are applying to provide services to, and the amount of funds they need to support a high quality program. Programs should be able to provide a match throughout the duration of the grant for costs rendered.

Mar 11, 2025 8:56 AMCan you clarify how many grants will be awarded. I see under available funds the anticipation is 2 to 5 awards with potentially 25 eligible counties. As stated in the application, it is expected that 2-5 awards will be provided. Although 25 counties are eligible, it is unlikely that all 25 counties will be served with these funds.
Mar 11, 2025 9:01 AMSo if a county who is not HFA credentialed and is beginning the process of re credentialing under the HFA-I model and due to current grant ending June 2026, am I correct that re-credential with HFA-I model would not be useful or needed?Applicants must upload a copy of the most recent accreditation document from Healthy Families America in this application form. If applicant is not currently accredited, they must submit a notice of intent to apply for accreditation within 60 days of the contract award and earn accreditation within three years of contract implementation. Five preference points will be awarded to Applicants with current HFA accreditation.
