    Excerpts from the RFP:

    Purpose:

    The purpose of this RFA is to provide guidance for current contractors to submit continuation applications to the Iowa Department of Health and Human Services (referred to as Agency) to renew service provisions as described by and within the project period established by the RFP 58823021. Services covered by this application include 1st Five Healthy Mental Development (1st Five) services. 

    The basics of 1st Five include: 

    A. Engaging, training, and providing technical assistance to primary care providers on the 1st Five program and screening and surveillance tools for children birth to age five 

    1. Targeting the population of children birth to age five (up to a child’s fifth birthday)

    2. Increasing use of surveillance and standardized developmental screening in primary care 

    3. Providing a one-step referral resource for primary care providers 

    4. Connecting referred children (and their parents/caregivers) to existing services in their local communities 

    5. Keeping primary care providers informed about children’s progress 

    B. Supporting healthy social, emotional and cognitive development for children birth to age five.


    The Agency is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as supporting opportunities for everyone to live the healthiest life possible through the reduction of barriers in environmental, social, economic and other conditions which impact health. 1st Five promotes health equity through increased use of standardized developmental screening tools on a universal basis to minimize bias in assessment and by individualizing the connection to services based on a child’s and their parents’/caregivers’ unique needs for support. The standardized developmental screening tools supported are those that have been tested across disparate population groups and shown to reliably indicate concerns. Connection to services addresses both medical and social determinants of health.

The instructions for this section of the form have been edited to remove DSS as an option.
Feb 21, 2025 11:03 AMReferring to the Q1 and Q2 workplans: are we to complete for FY2026 Q1 and Q2 or refer to our plans from FY2025 and their outcomes? The outcomes section is asking for results and those are not attainable for future work plans. Planned activities are to be completed in Q1 and Q2 of FY26. The form has been edited so that the “Quarterly Outcome/Progress” questions are hidden. Outcomes will be reported at a later time in the grant site.
Feb 21, 2025 11:13 AMI see that our CSA affects and includes all of the counties within my mapped area including Cherokee, Clay, Dickinson, Emmet, Lyon, Palo Alto, Osceola, Obrien, Plymouth, & Sioux. Will all 10 counties be open to 1st Five services in FY26?1st Five services in FY26 will be provided to the following counties in CSA 1: Clay, Dickenson, Emmet, O’Brien, Osceola and Palo Alto counties. Expansion into unfunded counties within CSA 1 will only occur at the direction of the Department and if funding becomes available in the future.

There are Provider Level planned infrastructure and also OTHER - HEALTH SYSTEM sections.. Thank you in advance for your clarification. The Priority Area 1 form has been edited so that the optional “Other -Health System Level” activities are hidden in Section 1 and the duplicate “Provider-Level” activities are hidden in Section 2.

The engaged primary care provider must perform surveillance and standardized developmental screening per AAP and Iowa EPSDT recommendations using an Iowa EPSDT recommended tool(s) - ASQ-3 and/or M-CHAT R/F.
