Purpose
The purpose of this Request for Proposal (RFP) 58825024 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide eligible applicants (individuals) to be recipients for loan repayment under the Primary Care Provider Loan Repayment Program (Primary Care Provider LRP).
The goal of the Primary Care Provider LRP is to improve access to primary health care among rural and/or underserved populations by providing educational loan repayment assistance to primary care medical, dental, and mental health practitioners for a service obligation within federally designated health professional shortage areas (HPSA) in Iowa. Iowa Code Chapter 135.107 establishes the Primary Care Provider LRP under the Iowa Department of Health and Human Services, Division of Public Health.
The Agency is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This program promotes health equity by expanding the primary care workforce, thereby working to ensure access to quality health care, especially in rural and underserved areas of Iowa.

Dec 9, 2024 7:42 PM | What do I upload for "Verification of eligible specialty" if I am a current resident and therefore do not have a board certificate? What do I put for "Practice Site - Provisionally Approved" if the future location I will work for is not listed? Is there a way to upload a different location somehow? | For the application, a resident may upload a training certificate or an attestation that the relevant eligibility requirement will be met prior to the posting of the Notice of Intent to Award. Per section 1.03 - 2.A, must have a current, full, permanent, unencumbered, and unrestricted health professional license, certificate, or registration, as applicable, prior to the posting of the Notice of Intent to Award. In the Eligibility Determination Form, Section Five: Qualifying Practice Site(s) there is an option to add a practice site that is not provisionally approved. Dec 10, 2024 7:37 AM | Hi there, I hope this finds you well! I am inquiring about the Primary Care Provider Loan Repayment Program. I am a RN/BSN at Walnut Creek Pediatrics - Unity Point in Clive. In reviewing the requirements, I believe I am qualified to apply based on my location and other factors. I currently work 32 hours/week in my role (decreasing to 20-24 in coming months). In reviewing the requirements, I believe that I would fall within the category of 2 years at half service which would take 4 years to fulfil. I am currently in a program to become a DNP. If in three years I take a DNP position, will the time in the new role count towards the program or would I be disqualified at that point? I fully anticipate on taking a role within Unity Point in Polk county. After I graduate with my graduate degree, am I eligible to reapply for those loans? Thank you for your help, Brittaney Bookin-Nosbisch | Obligation terms are Full-time 2-year obligation, Half-time 2-year obligation, or Half-time 4-year obligation. Refer to RFP Section 1.02 – Contract Term. For this application, you might consider a Half-time 2-year obligation if you anticipate taking on a new Doctorate of Nursing Practice (DNP) position after 3 years to avoid any potential conflicts with your service obligation should you receive an award. Individuals can reapply to this program. However, if you were to reapply as a DNP, qualifying educational loans will be limited to the minimum undergraduate or graduate education required to obtain licensure in the profession under which you are applying. Refer to Section 1.03B - Eligibility Requirement 4 regarding Qualifying Educational Loans. For Example: If you are a Registered Nurse (RN) that is pursuing a graduate degree to become a Advanced Registered Nurse Practitioner (ARNP), consider the following: if you get your Master of Science in Nursing (MSN) first and then go on to get your DNP, the only possible eligible loans would be for education up to the MSN. If you go from your Bachelor of Science in Nursing degree directly to the DNP, then loans for the DNP could be eligible.To be considered for an award, applicants must meet ALL Eligibility Conditions outlined in RFP section 1.03A and Eligibility Requirements outlined in section 1.03B. This means that you cannot change disciplines for the entire contract period (including going from an RN to an ARNP) However, you can reapply to the program. |
Dec 11, 2024 10:08 AM | I'm a salaried full-time employee scheduled to work 40 hours a week. Each day, I'm scheduled to see 8 clients for therapy sessions that typically range from 40 min to 1 hr. This would ideally mean that I am seeing 40 clients per week. However, there is a high no show rate due to the nature of our clientele that is beyond my control. I usually only see between 15-20 clients per week despite having a full schedule because of this. If our clients don't show up, and we are spending much of our work time doing administrative tasks because they are not there, would we be considered as breaching the contract even though it is beyond our control? I work at Vera French Community Mental Health Center in Davenport, IA. Would I be able to continue working at this agency if I am awarded funding or would I be forced to work at a rural agency? Full-time service is defined as 40 hours per week. At least 32 hours per week full-time are spent providing patient care at practice sites. Dec 13, 2024 3:15 PM | I am struggling significantly with the loan section. I have multiple consolidated loans which have also been refinanced. I am having trouble identifying all the required information for each individual loan within the consolidated loan (IE: account number, date of last distribution, etc.). I am unable to access the new website NELNET and have not been able to get any help from customer support. I was able to access ASPIRE. I also can on access Direct loan servicing center any longer. My current lender does not have all that information either. I have looked and searched Federal student aid and am not finding all this information either. I could use of guidance as how to move forward or if I just need to withdrawal my application. In reading more on the recommendation to consider the Half-time 2-year obligation, I have one follow up question. I anticipate working 20 hours per week in my current nursing role until taking a DNP position in three years. I may drop to PRN status, not part time status while doing so. This one refinanced loan is commercial. I have only done this one consolidation/refinance. Is this considered a "federal consolidation" since the loans were originally federal loans? Or is this considered a "commercial consolidation" because the consolidated loan is now through a commercial bank? | A commercial educational loan is made by an individual bank (commercial bank), or lender.
