    Purpose

    The purpose of this Request for Proposal (RFP) #58825015 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide innovative or evidence-based services and sanctions to youth referred to local Juvenile Court Services.

A table of organization should show the structure of the applicant agency, including leadership positions and programs/departments within the agency and how they relate to each other.
Nov 26, 2024 2:59 PM1. Who is referral source? 2. How long will it take from the time youth becomes involved with referral source until referral is obtained by contracting agency? 1. Because the purpose is to support services for youth referred to Juvenile Court Services, JCS would be the referral source once applicants are awarded. 2. There is not a set amount of time for a referral to be made. Referral arrangements are negotiated by funded applicants with relevant geographic JCS offices.
Dec 2, 2024 9:22 AMIf an organization is awarded the RFP and a second year of funding is provided, will the amount allowed for funding be the same as the first 18 month contract for that district, or will it decrease? For example, district 1 maximum available for the first 18 months is $88,862. If awarded a second year, will this amount stay the same? If the Agency opts to extend the contract for an additional one-year term, funding amounts will be determined based on youth population the same as they were for the initial contract. Because a second year would be for a 12-month time frame instead of an 18-month time frame, the amount would be less.

What strategies are being implemented to measure the effectiveness of these programs? 3. What criteria determine eligibility for community-based alternatives to incarceration? 4. How are programs addressing the unique challenges faced by families with limited English-speaking abilities? 5. How are mental health and co-occurring disorder services being integrated into existing juvenile justice systems? 6. What support is provided for juveniles with disabilities within the justice system? 7. What data is being used to identify gaps and opportunities in juvenile justice services? 8. How do different local systems (schools, law enforcement, healthcare, etc.) collaborate to meet the needs of youth? Questions 1-6 appear to be about the Title II Program Areas listed in section 2.03 of the RFP. The program areas are provided by the Office of Juvenile Justice and Delinquency Prevention for their Formula Grants Program. Applicants choose which data they will use to identify gaps and opportunities related to juvenile justice services. There is no required data source associated with this RFP. 8. There is not a required model for collaboration associated with this RFP.
