    The purpose of this Request for Proposal (RFP) # PHTNOEP26002 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to strengthen public health preparedness, response, and recovery capacity and capability through a continuous cycle of planning, organizing, training, equipping, exercising, evaluating, and implementing corrective actions. Priorities include:

    · Develop a risk-based approach to all-hazards planning to advance risk-based planning; address evolving threats; and support medical countermeasure distribution, dispensing, and administration and medical materiel management.

    · Integrate health equity practices to enhance preparedness, response, and recovery support for populations experiencing health disparities.

    · Enhance partnerships with non-governmental organizations to effectively support community preparedness efforts.

Dec 19, 2024 1:25 PMOn the Core membership workbook, under the hospital tab it asks about Health Care Associated Infections (HAI) Coordinator. Can you clarify if this is for their individual facility or for the coalition? In regard to the HAI contact in the membership workbooks, it is not required that each facility list the HAI contact - as they are already listed in EMResource. But the workbook does ask if the main and secondary contact listed for each hospital is also the HAI contact. This question can simply be marked as yes or no. Unrelated to this application, the HAI contact for each hospital must be provided in EMResource, and must be updated within 10 days of a change in personnel.
Jan 6, 2025 2:26 PMWithin the public health budget justification do we need to list each service area member who may submit staff time in the personnel tab or can we submit a lump sum for service area members? For example, $20,000 for service area public health agencies. Within the Personnel tab of each of the 3 budget justification workbooks (CRI, EMS, & PHEP), the applicant should list each person that will be funded from the grant. All detail shall reside in these budget justification workbooks. When the budget justification workbooks are complete, summary information from the Budget Summary tab shall be entered into the IowaGrants portion of the application titled “PHEP, EMS, CRI Preparedness Budget”. No justification shall be required in IowaGrants if the budget justification workbooks are filled out completely.

Jan 7, 2025 10:40 AM1.03 Eligibility Requirements Applicants must meet each of the following eligibility requirements for consideration. Eligible Applicants Eligible applicants for this RFP include Local Board of Health or Local Board of Supervisor located within the service area are eligible to submit an application in accordance with this RFP. The successful applicant will serve as the coordinating fiscal agent for the entire service area, meaning it will be responsible for oversight of, and financial management of all contract activities throughout the entire service area. The application must be reflective of service to all counties included in the particular service area. Local public health agencies are required to apply as the Local Board of Health. We want to confirm that the above requirement is from the notice of funding and applies to applicants only.Eligible Applicants refers to the entity submitting an application under this RFP.
