    Purpose

    The purpose of this Request for Proposal (RFP) # 58825014 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide the National Alliance of Mental Illness (NAMI) Provider program to students enrolled in a degree specializing in a primary care discipline (family medicine, general internal medicine, obstetrics/gynecology, geriatrics, or general pediatrics), pharmacy program, or nursing program.

Per RFP Section 1.03, an organization is only eligible if it is a public or private college, university, or institution of higher education located in Iowa with accredited programs specializing in a primary care discipline (family medicine, general internal medicine, obstetrics/gynecology, geriatrics, or general pediatrics), pharmacy, or nursing.

Does the grantee develop it, or does DHHS develop the exam?NAMI Iowa is the developer of NAMI Provider as well as the NAMI Provider Course Evaluation and Knowledge Test.
Sep 24, 2024 11:32 AMThe NAMI Provider content is offered both as a 15-hour program and as a 4-hour seminar for providers. (See https://www.nami.org/support-education/mental-health-education/nami-provider/ "How It's Structured" section, 2nd paragraph.) For situations where the 4-hour seminar is more appropriate, can student completion of the 4-hour seminar be a deliverable? An example would be the training of Physician Assistant students, who provide primary care but have a very full curriculum that will allow for the 4-hour seminar but not the 15-hour version.Per RFP Section 2.03, reimbursement is restricted to the 15-hour program.

For medical students studying for their DO or MD, they are not yet specializing in primary care or specialty care. They do not specialize in primary care or a specialty until their medical residency, which they do after they graduate with their DO or MD. Would all DO or MD students be eligible under this RFP since all of them could potentially go into a primary care residency after graduation?Per RFP Section 2.03, students who take NAMI Provider training must be enrolled in collegiate level programs that have a focus in primary care (e.g. family medicine, general internal medicine, obstetrics/gynecology, geriatrics, or general pediatrics), pharmacy, or nursing. This includes MD/DO students.

For health professionals students studying for their DPT (Doctor of Physical Therapy), OTD (Doctor of Occupational Therapy), or DPM (Doctor of Podiatric Medicine), they will not be a primary care provider in the same way as a physician, but may work in a primary care setting. Would students in these programs be eligible to be funded to take the NAMI Provider training through this RFP? Per RFP Section 2.03, eligible students are restricted to students who are enrolled in collegiate level programs that have a focus in primary care (e.g. family medicine, general internal medicine, obstetrics/gynecology, geriatrics, or general pediatrics), pharmacy, or nursing. This includes MD/DO students.
Sep 24, 2024 11:42 AMIs it permissible for institutions to partner with other institutions for this RFP, or must any partnerships run through the subcontractor process?Per RFP Section 1.18, a contractor may subcontract with third parties for the performance of any of the contractor’s obligations. A contractor may partner with other institutions. However, the contractor is responsible for fulfilling the obligations noted in the RFP.
