Purpose
The purpose of this Request for Proposal (RFP) # 58825023 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide leadership, coordination, and implementation of youth suicide prevention activities in their service area.
The Agency is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as supporting opportunities for everyone to live the healthiest life possible through the reduction of barriers in environmental, social, economic and other conditions which impact health. The Agency has taken a health equity lens in this RFA to work on eliminating health disparities among ethnic and racial minorities/communities who have historically had less access, power and privilege in Iowa. Priority populations that are known to experience health disparity in behavioral health and suicide prevention, and must be addressed are females, LGBTQ+, black, indigenous, and other persons of color (BIPOC) ages 10 - 25. Other populations may be addressed based on needs in the service area.Schedule of Important Dates (All times and dates listed are local Iowa time.)

From 2018 to 2022, Scott County experienced a higher rate of suicide and self-inflicted injury—16.4%—compared to many of the eligible counties, and this rate is increasing. Local youth have voiced their frustration over the limited mental health resources available, so this program would be incredibly impactful for them. | The service areas identified in section 1.04 Service Area Delivery are the only eligible service areas for this RFP. Multiple data points regarding individuals ages 10-24 were used to identify the service areas for this RFP. |
