    Purpose

    The purpose of this Request for Proposal (RFP) # 58825019 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide training and information to healthcare providers and patients on strategies to reduce or eliminate the prescribing of opioid medications for pain management after surgery.

Aug 22, 2024 11:34 AMAnalyzing prescribing change correctly is challenging. Since purchasing data from a third party vendor is often cost prohibitive would the state make available prescribing data the Medicaid and / or the state's PDMP program once the vendor meets any required data sharing compliance requirements? The contractor shall obtain data of prescribing practices of the provider team completing education per their own data sharing agreements. The state will not be assisting in granting access to PDMP database or Medicaid data.
Aug 22, 2024 11:34 AMObjective 2 B seems to ask for follow up of patients intervened upon. Can you expand upon the types of indicators that would be used to compare them to? The indicators used shall reflect the interventions being performed. This may include the patient’s perceived quality of pain control post surgically, number of opioid doses taken, and patient knowledge of opioid use and non-opioid pain management options. These indicators may be compared to prior patient experience and knowledge as well as patients who were prescribed opioids post surgically.

A number of possibilities exist (units of intervention, units of analysis, surgery types, outcomes, providers, and comparability across groups) Can you define this more in 3 C? The performance measures outlined can offer scope into what the Contractor decides to collect for outcome data. The outcomes developed can be as flexible to include as many comparison outcomes as long as the deliverables are met.
