Purpose
The purpose of this Request for Proposal (RFP) # 58825007 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as the Agency) to select eligible applicants (individuals) to be recipients for loan repayment under the Primary Care Provider Loan Repayment Program (Primary Care Provider LRP).
The goal of the Primary Care Provider LRP is to improve access to primary health care among rural and/or underserved populations by providing educational loan repayment assistance to primary care medical, dental, and mental health practitioners for a service obligation within federally designated health professional shortage areas (HPSA) in Iowa. Iowa Code Chapter 135.107 establishes the Primary Care Provider LRP under the Iowa Department of Health and Human Services, Division of Public Health.
The Agency is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This program promotes health equity by expanding the primary care workforce, thereby working to ensure access to quality health care, especially in rural and underserved areas of Iowa.

Apr 10, 2024 9:02 AM | I wasn’t sure based on the HPSA map if UIHC or WCHC are counted for eligible sites under the shortage areas. Part of my practice does include mental health as I assist our two psychiatric ARNPs with clinical questions and also help follow patients for benzodiazepine/CNS depressant tapering from our Family Medicine providers. I would appreciate if you would be able to clarify if these institutions are eligible for the grant and also clarify whether the already 2+ years of full-time service I have completed would be looked back at and counted or if the “clock” starts at the time of application. | Please review RFP Section 1.03 Eligibility Requirements and information provided in the application. Per the application, to determine if a facility is located in a HPSA, following the instructions below. WCHC has several facilities and each one that you propose to work at should be listed in the application. Instructions: follow the steps to obtain rural status and Health Professional Shortage Area (HPSA) designation information for a practice site. The Agency will use this information to verify practice site eligibility. The Agency will also use "Rural Urban Commuting Areas (RUCAs) by 2010 census tract, RUCA Code" to score your application (see Section 4.02 Scoring of Applications, Final Application Criteria Evaluation Table, Point 5). Go to the Rural Health Information Hub "Am I Rural" Tool at https://www.ruralhealthinfo.org/am-i-rural. Enter address and click "Locate". Ensure address is correct. Click "Run Report". Click "Save as PDF" Upload PDF document to this application Per Section 1.02 Contract Term and Service Obligation, the service credit begins when the contract period starts. |
Apr 15, 2024 4:07 PM | There is an error in calculating Federal Loan #1, no matter which loan I put in that first position. The same loans have been put in as Loan #2, Loan #3, etc without error. How can I proceed to submit my applicaiton? | Please try submitting again and then either, take a screen shot of the errors or note what errors and where, then send them to us. |

Would I qualify for the application process if I am a current physician at this location as long as I am willing to complete another two year service to the practice/location? | 1. You will need to complete the practice site information on the application to make sure that all of the requirements are met. However, BCHC is located in a HPSA, which is one of the requirements. (https://data.hrsa.gov/tools/shortage-area/hpsa-find) 2. Yes, however there are other eligibility criteria that you need to address when you complete the application to be considered for an award. |

I know that on the pre-application it states certificates are NOT accepted, however I don’t know what other way to provide proof other than through the website itself. 2. As for my certificate as PMHNP-BC through the ANCC. The only proof I have is either the certificate (attached) or an email sent to me by the ANCC that verifies my certification is current. Otherwise, the ANCC sends emails to the institution seeking such verification. | The documents you submitted for our review are acceptable to meet our requirements. |

Thank you for your time and help | Follow the instructions to submit all of the Pre-Application Forms in IowaGrants. In addtion to the Primary Care Provider Loan Repayment Program Pre-Application Eligibility Determination Form (Cognito Form), there is a W9 form and an Authorization that needs to be completed in IowaGrants and submitted. |

You did not submit her Pre-application form to IowaGrants. We did not receive a W9 form by April 23rd, which is also part of the Pre-application form in IowaGrants. |
