Apr 1, 2024 12:03 PMPlease clarify the required hours and timeframe for volunteers to complete an ethics training. The RFA states that volunteers will complete 3 hours of ethics training within 3 months. The contract draft states that volunteers will complete 1 hour of ethics training within 3 months.An amendment to the RFA has been made to reflect the following: Ethics Training – All staff will complete 8 hours of required ethics training within three months of initial service. Volunteers will complete one hour of ethics training within three months. Records of staff and active volunteers, along with completed trainings will be maintained by the Contractor.

The RFA states that staff will complete 6 hours of required implicit bias training within 6 months. The contract draft states that staff will complete at least 4 hours of required implicit bias training within 6 months.An amendment to the RFA has been made to reflect the following:
,br. Implicit Bias Training - All staff will complete 4 hours of required implicit bias training within six months. Volunteers will complete 1 hour of implicit bias training within three months. Records of staff and active volunteers, along with completed trainings will be maintained by the Contractor.
Apr 1, 2024 12:10 PMIn the RFA, Section 2, 2.01, Service Delivery Requirements, Staffing and Personnel: "Maintain 2.0 FTEs..." It is required that this be 2 full-time individuals, or can 1.0 FTE be comprised of 2 part-time individuals? In other words, can we have 1 full-time staff member and 2 part-time staff members (50% of their time) who make up a full 1.0 position?One full-time staff member and two part-time staff members are acceptable as long as the total hours meet the minimum of 2.0 FTEs. Upon request the contractor will be responsible for proving that they meet the threshold showing proof of actual time (badge in/out), time studies, etc.).
Apr 1, 2024 12:12 PMIn the RFA, Section 2, 2.01, Service Delivery Requirements, Hours of Operation and Service Locations: "Iowa HHS will be notified if the RCC will be closed for any reason other than weather or other emergency." Please clarify if we are required to notify HHS if there is an inclement weather-related closing.HHS does not need to be notified for inclement weather related closings unless the RCC will not meet the required hours outlined in the contract. The Recovery Community Centers are expected to note all closures and an emergency contact on social media and websites for all closures.

Recovery Community Centers (RCC) section: "Organization will submit a current or updated Memorandum of Understanding (MOU) with the IPN-contracted treatment agency in their service area." How would you like these to be submitted? Should we email them to you or include those as attachments with our Year 3 application?Please attach the current or updated Memorandum of Understanding with your application.

Can you please clarify this? Does this mean that we should not include any of the personnel information/bio/resume in the personnel section about the executive director?If information is already provided in the Cover Sheet General Information Form you do not need to repeat uploading information in the personnel section. However, if information for any of these roles were not included in the general information you will need to upload it to personnel.

Section Scope and Description of Service is amended (page 12 of the RFP) to read:

Services covered by this application include the Agency’s “recovery-oriented system of care” model that integrates substance abuse prevention, treatment, and recovery support services. The Agency will fund the efforts of a Recovery Community Centers (RCC). An RCC’s primary function is to provide peer-based recovery support services to individuals identifying as in active recovery. The RCC will also carry out recovery-focused community education and outreach programs.

Each applicant must submit a Work Plan narrative with their application.
