Purpose
The purpose of this RFA is to provide guidance for current contractors to submit continuation applications to the Iowa Health and Human Services (referred to as Agency) to renew service provisions as described by and within the project period established by the RFP #58823001. Services covered by this application include providing the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), which includes the Breastfeeding Peer Counseling Program.
The Agency is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as supporting opportunities for everyone to live the healthiest life possible through the reduction of barriers in environmental, social, economic, and other conditions which impact health.
Applicants to this RFA will work to eliminate health disparities among communities of color and other population groups with low income or who have historically had less access, power, and privilege related to their health needs.

I want to demonstrate that the BF PC Coordinator is being budgeted for .05FTE for each PC but not include in Category 2. | The BFPC Coordinator’s salary does not have to be included in the Category 2 Salary/Fringe Detail section. If you would like to demonstrate that the BFPC Coordinator is being budgeted for .05 FTE for each Peer Counselor, but charged to Category 1 you may do so in the budget justification. What is the difference between the two sections of outreach activities listed in this section? | For the first section of the “Outreach Strategies - FY 25” form, outreach strategies must be developed as described in Section 2.01, “Outreach Strategies”, pages 14 and 15 and Section 2.03, “Outreach Strategies - FY 25”, page 33. Directions on page 15 must be followed to determine priority target populations and locations to focus outreach efforts on. Depending on the information collected from the resources and tools described on page 15 of this section, FY 25 outreach strategies may or may not be new compared to outreach strategies developed in WIC RFP #58823001. For the second section of the “Outreach Strategies - FY 25” form, a high-level summary of outreach activities planned must be described as described in Section “Outreach Strategies”, pages 14 and 15 and Section 2.03, “Outreach Strategies - FY 25”, page 33 and 34. This must include a high-level summary of outreach activities planned that are in addition to the outreach strategies developed for the first section of the “Outreach Strategies - FY 25” form. |
