Excerpts from the RFA:
The purpose of this RFA is to provide guidance for current contractors to submit continuation applications to the Iowa Department Health and Human Services (referred to as Agency) to renew service provisions as described by and within the project period established by the RFP #58821001. Services covered by this application include to lead system development in coordinating and advancing public health emergency preparedness, and emergency medical service delivery, in the identified service area. Applicants will be responsible to ensure the systems can prevent, prepare for, respond to, and recover from incidents that affect the readiness of the public health and emergency medical services systems and to decrease mortality and morbidity in disasters. This goal will be supported through implementation of the public health emergency preparedness and response capabilities and EMS System Standards. The purpose of this funding opportunity is to develop strategies and activities that will increase ability to be operationally ready to execute plans, respond to, and recover from public health threats and emergencies.
This project supports health equity by ensuring that systems are developed to protect population safety, particularly among the most vulnerable. Systems should address the opportunities and challenges facing all people in the community, including older adults, young children, those without access to transportation, and those living in rural areas. Systems to coordinate and advance emergency preparedness in the identified service area must work to ensure equitable outcomes by creating organizational infrastructure that makes the healthy and safe choice easy and possible for all members of the community.

In the past it was my understanding that 10% would be taken back for any agency or participant later on that did not commit to participating through submission of grant deliverables. Reference quote "if an entity is listed as a member, they will be required to complete all grant activities" IHHS correspondence 4/25/23. | Although we ask that you canvas your members for this application, final membership for the upcoming grant year will be confirmed prior to contract dissemination in June 2024. |
| Dec 21, 2023 11:13 AM | What activity does the Membership Workbook belong under? In the membership workbooks is it a requirement to list a secondary contact for EMA's? Most are one person so there would be no one to list there. For EMS the main contact for each service is not something we have access to unless it's given to us. Will the state be giving us that information out of AMANDA to help fill in that portion of the workbook along with a secondary contact? | a. Activity 15, b. If the EMA is a solo employee in a particular county, simply note that in the membership workbook., c. If the applicant is missing the current contact information for one of its EMS coalition partners, please contact Margot McComas at margot.mccomas@idph.iowa.gov. Margot can provide a primary contact for the service in question. The applicant will be responsible for reaching out to the primary contact to identify a backup contact. |

These are new to the grant and it is unclear what you want written in the narrative. What are their purpose and what role are you looking for LPH to play? | The Bureau of Preparedness and Response will reach out to contractors in FY2024-25 to provide subject matter experts to participate in workgroups for Activity 16 and Activity 17. The scope of the work will be defined during these work group sessions. In the application we are looking for a commitment to provide SMEs to the workgroups and to comment on how the applicant will ensure participation. Workgroup sessions will be scheduled with ample advance notice and will consider individual participants scheduling needs. |
