    Excerpts from the RFA: 

    Purpose

    The purpose of this RFA is to provide guidance for current contractors to submit continuation applications to the Iowa Department Health and Human Services (referred to as Agency) to renew service provisions as described by and within the project period established by the RFP #58821002. Services covered by this application include strengthening and enhancing the acute care medical surge capacity through the maintenance and growth of strong Healthcare Coalitions (HCC). 

    This project supports health equity by ensuring that systems are developed to protect population safety, particularly among the most vulnerable. Systems should address the opportunities and challenges facing all people in the community, including older adults, young children, those without access to transportation, and those living in rural areas. Systems to coordinate and advance emergency preparedness in the identified service area must work to ensure equitable outcomes by creating organizational infrastructure that makes the healthy and safe choice easy and possible for all members of the community.

Is there additional information needed for the application? 1.3.3: Is there anything left out of this activity describing the RRC? 2.3.4 and 3.2.4: Will it be necessary to describe in the application how many people and who will be involved in the Iowa HHS work groups? 4.1.1 and 4.2 are not live activities in FY2024-25. No action is required by the applicant. Yes. The following should be added: HCC Readiness and Response Coordinator (RRC): role of the coordinator is to facilitate the planning, training, exercising, operational readiness, financial sustainability, evaluation, and ongoing development of the HCC as well as to lead, participate in, or support the response activities of the coalition according to their plans. 1. The HCC RRC can only be assigned to a single HCC; however, they are strongly encouraged to coordinate with neighboring HCCs to improve planning and operational readiness. 2. The HCC RRC is not required to live within the geographic boundaries of their HCC; however, their work duties are expected to occur within their HCC geographic area to strengthen their relationship with stakeholders and improve their ability to support HCC response activities. The individual should reside within a reasonable commuting radius, such that the individual can be present to work onsite with the HCC and its members on a daily basis. 3. The HCC RRC is responsible for ensuring that the HCC meets all HPP performance measures and benchmarks with special attention to the HCC response plans, roles, and operations. 4. Must identify and engage community leaders including businesses, charitable organizations, and the media, in health care preparedness planning and exercises to promote the resilience of the entire community. The number of participants is not required to be determined in the application. The response should focus on what roles from within the HCC will participate, how those participants will be chosen, etc. Please ensure that you describe the Clinical Advisor(s) role in these two activities.
Dec 21, 2023 11:09 AMActivity 1.3.4 - Membership - In the membership workbooks is it a requirement to list a secondary contact for EMA's? Most are one person so there would be no one to list there. For EMS the main contact for each service is not something we have access to unless it's given to us. Will the state be giving us that information out of AMANDA to help fill in that portion of the workbook along with a secondary contact?If the EMA is a solo employee in a particular county, simply note that in the membership workbook. If the applicant is missing the current contact information for one of its EMS coalition partners, please contact Margot McComas at margot.mccomas@idph.iowa.gov. Margot can provide a primary contact for the service in question. The applicant will be responsible for reaching out to the primary contact to identify a backup contact.
Dec 21, 2023 2:05 PMActivity 1.1.2 refers to a "tool provided by the Agency." Where would this be located?This is the EMResource SOP that has been created. It has been sent out, and will be sent out again when we do a BP6 kickoff meeting.
Dec 28, 2023 12:36 PMAre the EMS requirements changing to us having to work with individual services versus each county? We generally only work at the county level and then let the EMS association handle the requirements, is there a minimum amount of participation within the county that they have to have for it to count? What if Margot cannot get us the primary/secondary contacts for each service? Is there a minimum amount of EMS services we have to list?Please list each participating EMS service in each county. Feel free to coordinate this work with your counterpart on the PHEP-EMS grant. Please list all participating services in each county.
