    Excerpts from the RFA:

    Purpose

    The purpose of this RFA is to provide guidance for current contractors to submit continuation applications to the Iowa Health and Human Services (referred to as Agency) to renew service provisions as described by and within the project period established by the RFP 58823008. Services covered by this application include working in collaboration with the Behavioral Health Division to implement the Iowa Capacity Coaching Program through coaching training, coaching support sessions and individual coaching sessions with funded capacity coaches. 

    The Agency is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This grant promotes health equity through the Strategic Prevention Framework model and its guiding principle step Cultural Competency which adheres to and promotes 15 Cultural and Linguistic Appropriate Service (CLAS) Standards. Use of CLAS is a way to improve the quality of services provided to all individuals, which will ultimately help reduce health disparities and achieve health equity.

Feedback is not otherwise referred to in the text under Section 2.01 Scope and Description of Services, pages 13-14. Please clarify what feedback is in reference to.The Capacity Call Preparation and Feedback approximate hours should include the hours Capacity Coach Support Specialist needs to prepare for coaching calls and hours needed to find resources and/or provide observations and follow-up to Capacity Coaches.

And by when does IDHHS anticipate they will be in place to begin engaging with the Capacity Coach Support Specialist?Iowa HHS will engage up to four additional Capacity Coaches, totaling eight Capacity Coaches. HHS will recruit new coaches in the fall of 2023. The Capacity Coach Specialist will be expected to begin engaging current coaches in November 2023. The Capacity Coach Support Specialist will engage new Capacity Coaches beginning November 2023 as they join the team.
Sep 11, 2023 11:49 AMThe Capacity Coach Specialist is based out of state and will be traveling to Iowa for on-site training. Will the out-of-state travel guidelines apply or will the in-state guidelines apply? If it is the former, please provide the out of state maximum allowable amounts.All contracts implemented in Iowa must follow in-state guidelines for travel. Details on these guidelines and reimbursement limits can be found here: https://hhs.iowa.gov/contract-terms.
