    Purpose:

    The purpose of this Request for Proposal (RFP) # 58824020 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide the development and implementation of a six-year state-level training and technical assistance plan which will strengthen organizations capacity for implementing community-level activities which prevent the first time occurrence of sexual violence among Iowans ages 11 - 17. 

    The Agency is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as supporting opportunities for everyone to live the healthiest life possible through the reduction of barriers in environmental, social, economic and other conditions which impact health. This program promotes health equity through the prioritization of efforts that address risk factors (e.g. social and cultural norms) and protective factors to prevent the first time occurance of sexual violence focusing on populations with higher exposure rates to sexual violence including; Iowans ages 11 - 17, People with disabilities, People who identify as Lesbian, Gay, Bisexual, Transexual, Queer, Intersex, plus (LGBTQI+) community, multi-racial adolescent, African Americans/Black/African, Alaska Native/Native Americans, Asian/Pacific Islanders, Hispanic/Latinx, immigrants/refugees, Other populations may be addressed based on needs in the service area (e.g. adolescents experiencing homelessness, children in foster care, rural communities below the average state poverty average).
