    1.01     Purpose 

    The purpose of this Request for Proposal (RFP) # 58824012 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to receive a grant towards program tuition and fees associated with obtaining certification as a behavior analyst or assistant behavior analyst. The goal of this proposal is to expand the number of board-certified behavior analysts (BCBA) and board-certified assistant behavior analysts (BCaBA) providing behavioral analysis services to Iowans. The program is administered by the Department through the Iowa Administrative Code 641 Chapter 107 in compliance with Iowa Code section 135.181.

    The Agency is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as supporting opportunities for everyone to live the healthiest life possible through the reduction of barriers in environmental, social, economic and other conditions which impact health. This program promotes health equity through expansion of BCBA and BCaBA practitioners in Iowa which ultimately leads to increased access to applied behavior analysis and treatment services for individuals experiencing behavioral challenges in Iowa.

Resident status is defined as: ● Resident: physically resides in Iowa as the person’s principal and primary residence and can provide evidence of such residency. ● Nonresident: does not reside in Iowa. Also, consider the requirements, including a service obligation, outlined in Section 2.02 - Description of Work and Services.
