    The purpose of this Request for Proposal (RFP) # 58824011 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide autopsy toxicology laboratory testing for cases being investigated by the Iowa Office of the State Medical Examiner (IOSME).

Most provide a standard set of offerings made up of different drug class and analyte combinations, valid for specific matrices, with or without bundling of specimens under a single order code. Some have the ability to provide custom panels. Is the State seeking one or more custom panels? If so, what do those look like? If the State desires proposals for a laboratory’s standard offerings, how would those be evaluated? How would the State account for critical differences, such as tests for a single matrix versus multiples? The applicant that is best able to meet the requirements outlined in the RFP will be funded. The successful applicant is expected to be able to show all drugs included in panels with a cross comparison of drugs and pricing.
