Purpose
The purpose of this Request for Proposal (RFP) # 58824009 is to solicit applications that will enable the Iowa Health and Human Services (referred to as the Agency) to select the most qualified applicant to provide sexual violence prevention programming through a statewide organization representing programs serving victims of sexual violence and the continuation of a training program for Sexual Assault Response Team (SART) members.
Additionally, the work and services completed within this contract will 1) grow capacity for sexual violence prevention activities across Iowa, 2) create social and physical environments that reduce risk factors for perpetrating sexual violence and/or increase protective factors while addressing health inequities for sexual violence exposure, and 3) Share best practice and standards of care within medical settings responding as a member of a local SART.
The Agency is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This program promotes health equity through the prioritization of efforts that address risk factors (e.g. cultural norms) that support aggression towards others and lack of nonviolent social problem-solving skills, and protective factors (e.g. connection to a caring adult) to prevent future harms and ameliorate the negative health outcomes of those already affected.

Is it permissible to plan and budget for a subcontractor for only a portion of the first year of this grant award? Would it also be permissible to not have any subrecipients at all the first year, and to spend the first year planning and identifying potential subrecipients to contract with beginning in FY25? Or must subcontracting occur in each month of the FY24? | Response: Yes, it is permissible to not have any subrecipients part of, or all the first year, and to spend the first year planning and identifying potential subrecipients. If you choose to use the first year as a planning year, you must still complete the IDPH subcontractor plan section of the application to outline your planning strategies. |

The applicant must identify the risk and protective factors they would like to target, however no specific risk or protective factors are required. |
