    Purpose

    The purpose of this RFA is to provide guidance for current contractors to submit continuation applications to the Iowa Health and Human Services  (referred to as Agency) to renew service provisions as described by and within the project period established by the RFP 58823015. Services covered by this application include the Agency’s “recovery-oriented system of care” model that integrates substance abuse prevention, treatment, and recovery support services.  The Agency will fund the efforts of a Recovery Community Centers (RCC). An RCC’s primary function is to provide peer-based recovery support services to individuals identifying as in active recovery. The RCC will also carry out recovery-focused community education and outreach programs.

May 4, 2023 1:27 PMPlease define "on-call services," and describe the expectations for this service (work plan template - #3). Also, does the statement, "when the center is closed," mean that RCCs are to provide 24/7 on-call services?Per an amendment to the RFA posting on May 11, on-call services have been removed from the Service Delivery Requirements. The submitted workplan does not need to address on-call services.
May 4, 2023 1:31 PMCCAR RCCs and the RCC network in Georgia close their centers once a month for staff professional development, trainings, staff work time, and self-care. Is this allowable for our RCCs?At this time, the closing of RCCs during regular business hours is only allowable on a pre-approved and case by case basis.
May 4, 2023 1:42 PMIn Section 1 - General and Administrative Issues, Purpose, 1.01, it states that the RCC is to provide peer-based recovery support services to individuals identifying as in active recovery. In Section 2 - Application Content, Scope and Description of Services, 2.01, service Delivery Requirement - Service Recipient Eligibility Requirements, states that services may be provided to people who are at any stage of recovery. Please clarify if the services can be provided to people at any stage of recovery or those identifying as being in active recovery. Are we allowed to provide services to those who are not in active recovery, but are seeking assistance?For the purposes of this application, services can be provided to anyone seeking assistance with their recovery.
May 4, 2023 1:44 PMPlease define self-care opportunities and provide examples of what would fit in this goal. Are these to be a specified length of time? Are these self-care opportunities supposed to talk place during open hours, or can the RCCs be closed for these opportunities?The definition of self care is the ability to care for oneself through awareness, self-control, and self-reliance in order to achieve, maintain, or promote optimal health and well-being; for example a mindfulness practice or going for a walk. It is the responsibility of the RCC to determine the length of time and needs of the staff at the RCC. The RCC should not close for staff self care unless prior approval from HHS. The RCC should have additional staff for coverage if needed.

May 4, 2023 3:51 PMIn Section 4 - Contract, Contract Conditions & State Agency Transition Period, 4.01, it states that the contractor is expected to provide documentation of linkage efforts with the local board of health. Please define "linkages." Is the local board of health to be involved in all policy development of the RCC? If not, what specific policy areas should the local board of health be involved with? How often is the RCC expected to submit reports to the local board of health? Please provide an explanation about the specific information that must be provided in the reports. Are these expected to be written reports or verbal reports? Please describe how involved the local board of health must be in RCC's evaluation of services, and which evaluation of services is this referring to?Linkages are defined as any connection made verbally, in writing, through electronic means, or in person.

May 4, 2023 8:58 PMRegarding a subcontract, the RFA states on page 16 to refer to section 1.18 for subcontract provisions and requirements, but that section only goes up to 1.15. Where can we find 1.18?This reference is to Section 1.18 of the original RFP 58823015. That section reads: 1.18 Use of Subcontractors A. The applicant is permitted to subcontract for the performance of certain services required under the contract. Subcontracts must adhere to the provisions of Section 5 of the Iowa Department of Public Health General Conditions Effective July 1, 2019 as posted on the Department’s website under Funding Opportunities. Planned use of subcontractors by an applicant must be clearly explained in the application. This information must include: 1. The name and address of the subcontractor if known, 2. The scope of work to be performed by each subcontractor, 3. Subcontractor qualifications and 4. The estimated dollar amount of each subcontract. B. Current individual employees of the State of Iowa may not act as subcontractors under this contract. C. The applicant is fully responsible for all work performed by subcontractors. No subcontract into which the applicant enters into with respect to performance under the contract will, in any way, relieve the applicant of any responsibility for performance of its duties.

Is the applicant required to have an MOU with all three organizations?The applicant is required to make a good faith effort to acquire an MOU with all IPN providers in the service area. If an MOU can’t be completed, documentation is needed to show reasonable efforts were made.

What happens if a local IPN network provider chooses not to sign an MOU?A memorandum of understanding document is created collaboratively between the RCC and the IPN provider, according to the administrative and legal guidance of their organization. The scope and level of cooperation is agreed to and written in a collaborative effort. If an MOU can’t be completed, documentation is needed to show reasonable efforts were made.
May 4, 2023 9:07 PMPlease define or explain the process/expectations for "follow-up targeting clients with a diagnosis (primary, secondary, or tertiary) of a substance use disorder or a history of a substance overdose," on page 12 (Section 2 - Application Content, 2.01, A).This language is referencing the expectation that an RCC will demonstrate and document care for individuals seeking services and work with individuals over time, including attempting to communicate with them as needed or requested. The details of the process for this action (ie. how often, for how long, etc) is to be included in the work plan submitted by the RCC.
May 4, 2023 9:12 PMOn page 13 (2.01 Scope and Description of Services, A, Goals), it states that the "number of volunteer hours will exceed 60 hours per week" by the end of the contract period. What is the basis or source for choosing 60 hours per week?This number was set as a minimum expectation because it equals 1.5 FTE for an organization with a minimum 2.0 FTE staff members. The intention of the RCC model is to be volunteer-driven and this number represents a commitment to leverage volunteer hours to support the RCC’s day-to-day activities.

Are we expected to address all health equity issues, or those related to substance use disorder?Health equity issues (https://www.cdc.gov/nchhstp/healthequity/index.html) are any issues that limit or deny access to healthcare or health-related services for underrepresented groups. The expectation is that RCC staff are aware of, educated on, and actively working to reduce disparities in access to RCC services.

Can a subcontractor be based in one RCC county, and provide remote services (e.g., payroll) to all three RCCs, even if two are located in other counties?The service area refers to the area where RCC services are provided. A subcontractor can be located outside the service area and still provide contracted services to the RCC.
May 5, 2023 3:37 PMIn the RFP and RFA Direct Cost Categories the allowable budget line categories for direct cost expenses include Salary and Fringe benefits. Please define Fringe benefits and all the allowable components of fringe benefits.Fringe benefits include the cost of leave, employee insurance, pensions and unemployment benefit plans. The budget narrative should identify the applicant's fringe benefit rate. The applicant should not combine the fringe benefit costs with direct salaries and wages in the personnel category.
