Jan 25, 2023 2:12 PMIn previous years, there was a Goals, Objectives, Activities, and Time tab in the provided excel document. There is no tab in the document provided in this RFP. Are we to report the content that was previous listed in this tab only in the PHEP Project Work Plan Year 4 section in Iowa Grants? Thank you! In the past Excel budget workbooks have not been provided for PHEP-EMS RFA. Full and forthright completion of the Work Plans, Budget Justification workbooks, and other associated application documents will provide the information required to be able to evaluate each application.
Jan 25, 2023 2:13 PMThere are two different due dates mentioned in the RFP, February 23rd and March 2nd. Which date should we be going off of? The due date of March 2, 2023 referenced in Section 1.06 Schedule of Important Dates is CORRECT. The due date listed in Subsection E of Section 1.06 is INCORRECT. An amendment to the application correcting this issue will be posted.
Feb 2, 2023 12:49 PMIn the CRI work plan, Activity 22, the Activity states, "Complete PHEP exercise incorporating...". Does this activity apply to PHEP membership or just to the CRI counties? It applies to the CRI counties.

Feb 8, 2023 2:52 PMIn the justification workbooks the "Activity" column (N) there is no activity numbers in the drop down option, nor can you enter an activity number in the cell. Please advise how you would like for us to complete this. The dropdown box appears empty, but please scroll up in the dropdown box to see the activity options.
Feb 9, 2023 8:20 AMOn page 23 of the RFA, it references, "Unallowable Costs: See Section 2.04 of the RFP 58821001". Can you provide a link to the RFP? I am unable to find it on my IowaGrants site. Unallowable Costs PHEP and CRI Unallowable Costs: Restrictions that must be considered while planning the programs and writing the budget are: Recipients may not use funds for research. Recipients may not use funds for clinical care except as allowed by law. Recipients may use funds only for reasonable program purposes, including personnel, travel, supplies, and services. Generally, recipients may not use funds to purchase furniture or equipment. Any such proposed spending must be clearly identified in the budget. Reimbursement of pre-award costs generally is not allowed, unless the CDC provides written approval to the recipient. Other than for normal and recognized executive-legislative relationships, no funds may be used for: publicity or propaganda purposes, for the preparation, distribution, or use of any material designed to support or defeat the enactment of legislation before any legislative body the salary or expenses of any grant or contract recipient, or agent acting for such recipient, related to any activity designed to influence the enactment of legislation, appropriations, regulation, administrative action, or Executive order proposed or pending before any legislative body See Additional Requirement (AR) 12 for detailed guidance on this prohibition and additional guidance on lobbying for CDC recipients. The direct and primary recipient in a cooperative agreement program must perform a substantial role in carrying out project outcomes and not merely serve as a conduit for an award to another party or provider who is ineligible. In accordance with the United States Protecting Life in Global Health Assistance policy, all non-governmental organization (NGO) applicants acknowledge that foreign NGOs that receive funds provided through this award, either as a prime recipient or subrecipient, are strictly prohibited, regardless of the source of funds, from performing abortions as a method of family planning or engaging in any activity that promotes abortion as a method of family planning, or to provide financial support to any other foreign non-governmental organization that conducts such activities. See Additional Requirement (AR) 35 for applicability (https://www.cdc.gov/grants/additionalrequirements/ar-35.html). General Restrictions: Recipients may supplement but not supplant existing state or federal funds for activities described in the budget. Payment or reimbursement of backfilling costs for staff is not allowed. None of the funds awarded to these programs may be used to pay the salary of an individual at a rate in excess of Executive Level II or $189,600 per year. Funds may not be used to purchase or support (feed) animals for labs, including mice. Funds may not be used to purchase a house or other living quarters for those under quarantine. Lobbying: Other than for normal and recognized executive-legislative relationships, PHEP funds may not be used for: Publicity or propaganda purposes, for the preparation, distribution, or use of any material designed to support or defeat the enactment of legislation before any legislative body; The salary or expenses of any grant or contract recipient, or agent acting for such recipient, related to any activity designed to influence the enactment of legislation, appropriations, regulation, administrative action, or Executive order proposed or pending before any legislative body. Construction and Major Renovations: Recipients may not use funds for construction or major renovations. Generally, recipients may not use funds to purchase furniture or equipment. Any such proposed spending must be clearly justified in the budget. Passenger Road Vehicles: Funds cannot be used to purchase over-the road passenger vehicles. Funds cannot be used to purchase vehicles to be used as a means of transportation for carrying people or goods, such as passenger cars or trucks and electrical or gas-driven motorized carts. Transportation of Medical Material: Funds can (with prior approval) be used to procure leased or rental vehicles for movement of materials, supplies and equipment. Recipients can (with prior approval) use funds to purchase material-handling equipment (MHE) such as industrial or warehouse-use trucks to move materials, such as forklifts, lift trucks, turret trucks, etc. Vehicles must be of a type not licensed to travel on public roads. Recipients may purchase basic (non-motorized) trailers with prior approval from the CDC OGS. Procurement of Food and Clothing: Funds may not be used to purchase clothing such as jeans, cargo pants, polo shirts, jumpsuits, sweatshirts, or T-shirts. Purchase of vests to be worn during exercises or responses may be allowed. Generally, funds may not be used to purchase food. Vaccines: PHEP funds may not be used to purchase vaccines for seasonal influenza mass vaccination clinics or other routine vaccinations covered by ACIP schedules. PHEP funds may not be used to purchase influenza vaccines for the general public. Recipients may not use funds for clinical care except as allowed by law. For the purposes of this RFP, clinical care is defined as "directly managing the medical care and treatment of individual patients.” PHEP-funded staff may administer MCMs such as antibiotics or vaccines as a public health intervention in the context of an emergency response or an exercise to test response plans. CDC does not consider this clinical care since it is not specific to one. EMS Unallowable Costs: Costs which are not eligible for funding include, but are not limited to, the following: Certification/recertification fees. Building and construction costs. Debt amortization. Land. Rent. Utilities. Vehicles including, but not limited to, ambulances, fire apparatus, boats, rescue/first response vehicles, snowmobiles and vehicle parts. administrative costs/indirect costs.
Feb 9, 2023 11:35 AMActivity 23 of the CRI section states, "Complete PHEP exercise incorporating access and functional needs (AFN) partners." Is this an all-PHEP counties requirement or CRI counties only? This is a CRI-counties only requirement.
Feb 10, 2023 1:27 PMThe IowaGrant System Budget is formatted out to 2 decimal places and the Budget Justification Workbooks are formatted to several decimal places. Therefore the budgets in the workbook and IowaGrants System will not match. Please enter your detailed data into the Excel budget workbooks to whatever level of decimal points you wish. When entering your summary data into IowaGrants, please round to the nearest whole dollar. Please ensure that the sum of your IowaGrants data does not exceed your funding level as listed in 1.05 of the RFA.
Feb 10, 2023 1:56 PMIn the EMS Budget workbook, there is a 10% match indicated on the budget summary tab. I did not see a 10% match requirement in the RFA. Will the match remain for equipment only for EMS or will a 10% match now be required for the full EMS budget? EMS System Development Grant Fund Match Requirement remains unchanged: Funds used for purchase of equipment require a 1:1 match of regional, county, or local funds. Equipment is defined as any item with a cost or value of $5,000 or more and with an anticipated useful life of one year or more. Applicants that budget for equipment items will be required to reflect this match in the application forms, refer to sections 2 and 3. Because this will vary by applicant, the minimum match for this funding is not designated in the table below.
