The purpose of this Request for Proposal (RFP) # 58823016 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Department) to select the most qualified applicant to improve access to primary health care among underserved populations by providing educational loan repayment assistance to primary care medical, dental, and mental health practitioners. In exchange, practitioners must complete a minimum two year, full-time; two-year, half-time; or four year, half-time service obligation at an eligible practice site(s) located in a federally designated health professional shortage area (HPSA). Iowa Code Chapter 135.107 establishes the Primary Care Provider Loan Repayment Program (LRP) under the Iowa Department of Public Health (IDPH).  Applicants that have not received an award in the past will be given priority under this RFP.

The Department is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This program promotes health equity by expanding the primary care workforce, thereby working to ensure access to quality health care, especially in rural, underserved areas of Iowa.

07/25/2022 Hello! I will be working at MercyOne in Des Moines. I am a Pediatrician, but will be working in the Pediatric ER. Does this qualify for the program? I know MercyOne is a 501c3, but the ER is owned by ApolloMD, which I believe is privately owned. Any advice or information you have is greatly appreciated! Thanks so much! Ellie Refer to the eligibility requirements in section 1.03 of the RFP for eligibility criteria. For your reference, MercyOne Des Moines is not a Critical Access Hospital affiliated with a qualified outpatient clinic, which is the only type of hospital that meets eligibility criteria.
07/26/2022 Are you eligible for this application if you are currently under contract for a IDPH primary care LRP grant and would like to apply for a separate student loan not previously awarded for this grant opportunity? Refer to the eligibility requirements in section 1.03 of the RFP for eligibility criteria. For your reference, applicant must not have an outstanding contractual obligation for health care professional service to the Federal Government (e.g., an NHSC Scholarship or Loan Repayment Program obligation, or a NURSE Corps Loan Repayment Program obligation), a state loan repayment program (other than the one receiving HRSA grant funds), or other entity unless that service obligation will be completely satisfied before the SLRP contract has been signed. Please note that certain provisions in employment contracts can create a service obligation (e.g., an employer offers a physician a recruitment bonus in return for the physician’s agreement to work at that facility for a certain period of time or pay back the bonus). EXCEPTION: Individuals in the Reserve Component of the U.S. Armed Forces or National Guard are eligible to participate in SLRP. In making awards to reservists, SLRP recipients must inform the potential SLRP participant that:

  • Placement opportunities may be limited by SLRP in order to minimize the impact that a deployment would have on the vulnerable populations served by the reservist.
  • Military training or service performed by reservists will not satisfy the SLRP service commitment.
  • If participant’s military training and/or service, in combination with the participant's other absences from the service site, exceed 35 workdays per service year, the SLRP service obligation must be extended to compensate for the break in service.
  • If the approved SLRP site where the reservist is serving at the time of his/her deployment is unable to reemploy that reservist, SLRP will reassign the participant to another SLRP-approved service site to complete his or her remaining SLRP service commitment. Because it is sometimes difficult to identify short-term assignments, a participant may be asked by the service site to sign an employment contract that extends beyond the completion date of his or her SLRP service commitment.
  • If the participant is a reservist and is called to active duty, the amount of time he/she is on active duty (which does not count as SLRP service) must be added to the length of the original SLRP obligation.
07/28/2022 I am starting the application process for the Primary Care Provider Loan Repayment Program. My question is: I am a LMHC and that doesn't seem to be an option for a title. There is a Licensed Professional Counselor option so I didn't know if I would be accepted under that title? Thank you for any help you can provide. Yes, selecting “Licensed Professional Counselor” for “LMHC” would be appropriate.
08/02/2022 For the "County(ies) Participating, Involved, or Affected by this Proposal" - How do we determine which counties to include here? We provide mental health counseling to a wide range of people living in various counties, some travelling from over an hour away. Select the most appropriate option that is relevant to your service area. For example, if services are provided to Iowans across the state, select statewide. If services are provided within a cluster of counties, select multiple counties.

Does this include our overall work experience or just our experience at our current place of employment? This includes your overall work experience.
