Governor Reynolds has authorized the allocation and expenditure of $200,000,000 from the American Rescue Plan Act (“ARPA”) Coronavirus State and Local Fiscal Recovery Funds (“CSLFR Funds”) to provide a substantial infusion of resources to help turn the tide on the pandemic, address its economic fallout, and lay the foundation for a strong and equitable recovery. Likewise, pursuant to Section 16 (Public Health Disaster Emergency Grants) of 2020 Iowa Acts, Senate File 2400, the Office of the Chief Information Officer (“OCIO” or “Office”) is afforded significant flexibility in administering the disbursement of CSLFRF to Communication Service Providers to Facilitate Broadband Services in this State. Id. (“Notwithstanding section 8B.11 and any rules adopted by the office of the chief information officer pursuant to chapter 8B, the office of the chief information officer may provide grants of federal monies obtained as a result of the public health disaster emergency proclaimed by the governor on March 17, 2020 to communication service providers to install broadband infrastructure in the state or facilitate broadband service in this state so long as the office of the chief information officer complies with the federal requirements for the use of federal moneys.”). For the avoidance of doubt, this funding opportunity does not utilize any available state funds. 

Consistent with the foregoing, the Office is seeking Proposals from Responsible Applicants to facilitate broadband service to Unserved or Underserved Broadband Units in the State of Iowa. Applications submitted to this NOFA must be designed to provide last-mile broadband service to homes and businesses that:

  1. Reliably meets or exceeds 100/100 Broadband; or

  2. In cases where it is not practicable, because of the excessive cost of the project or geography or topography of the area to be served by the project, to provide 100/100 Broadband, reliably meets or exceeds 100/20 Broadband. However, 100/20 Broadband projects must be scalable to 100/100 Broadband within three years of project completion. 

Pursuant to the guidelines set forth in the Coronavirus State and Local Fiscal Recovery Funds Frequently Asked Questions issued by the United States Department of Treasury on July 19, 2021, Applications to this NOFA may also include expenditures associated with (1) the acquisition of middle-mile network services from a third party, or (2) construction of new middle-mile networks, provided that such expenditures are necessary, as part of an Applicant's proposed Project, to facilitate last-mile 100/100 Broadband or 100/20 Broadband to Unserved or Underserved Broadband Units.
