Purpose
The purpose of this Request for Proposal (RFP) # 58822011 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide evaluation of the programs and projects administered within the Bureau of Nutrition and Physical Activity (BNPA), including: The Supplemental Nutrition Assistance Program Education (SNAP-Ed), state childhood obesity prevention, and the Iowa Special Supplemental Nutrition Program for Women, Infants and Children (WIC).

1. Can you provide information on whether there is an incumbent for contractors conducting evaluations of SNAP-Ed, the WIC program, or 5-2-1-0 for the Iowa Department of Public Health, BNPA?
2. Can you provide information on the expected level of effort for the six projects?
3. Page 24, Project 5- The RFP states that applicants will use existing data and reports for the food insecurity PSE environmental scan. Will BNPA provide the data and reports or is the applicant to conduct a search to identify the data and reports?
4. Page 24, Project 5 - Can you clarify whether the food insecurity PSE environmental scan is limited to the state of Iowa?

1. The number of contractors for evaluations can vary from year to year for each program. Currently, there are two contractors for SNAP-Ed evaluations, no contractors for evaluations for the WIC program, and no contractors for evaluations for state childhood obesity prevention programs and projects. 2. Effort will be dependent on the abilities and capacity of the applicant’s evaluation team and should be enough to accommodate the time needed to plan, implement and complete the projects and complete the accompanying deliverables by the due dates listed in RFP section 2.04 on pages 27 and 28. 3. Existing data and reports for Project 5 will need to be identified by the applicant conducting a search. The data and reports that would be acceptable are articles, reports, research or data found online or in print from reputable sources that relate to food insecurity and/or food insecurity policy, systems, and environmental (PSE) changes. 4. The purpose of the environmental scan is to inform the Iowa Nutrition Network Partnership on best practices to address food insecurity in Iowa through PSE change projects. The stakeholder interview guide and interviews, and the food insecurity PSE environmental scan report will be Iowa-specific. The existing data and reports used for this project can be from literature that is not Iowa-based.

Will Iowa BRFSS data be provided directly from the Department or will data be accessed through the Centers for Disease Control and Prevention website? If provided by the Department, does data already have a variable for data weighting? Thank you. |
Iowa BRFSS data will be provided directly from the Department. The BRFSS data will be processed by the Department, including data weighting, before being given to the applicant.

Is IRB approval required for any of the evaluation activities and, if so, should the contractor budget for IRB costs? |
IRB approval will not be required for any of the FY22 evaluation activities listed in the RFP, however they may be required during the other four years of the five year project period. Applicants do not need to account for IRB costs in their budget proposals for this RFP. |

For Project #2 (develop and conduct a satisfaction evaluation), it is anticipated that the survey for Pick a better snackTM classroom teachers will be an electronic survey. |
