  Purpose

The purpose of this Request for Proposal (RFP) # 58821007 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide youth mentoring services (ages 5-18) by strengthening Iowa’s current mentoring landscape. 

The Department is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This program promotes health equity through engaging diverse stakeholders to be involved in and receive youth mentoring services.

Monies previously allocated to Youth Substance Abuse Prevention Services (YSAPS) grant have been directed towards the SFY21 Improving Tomorrow: Prevention Focused Mentoring RFP
03/04/2020 Do you have to have one full time director or can it be one two people working together as full time? Page 28 of the RFP states the following, "Mentoring Coordinator (The funded applicant must identify a single Mentoring Coordinator who is funded at a minimum of 1.0 FTE throughout the project period and is non-negotiable)."
03/04/2020 What details of the current program will need to be put into the RFP? Regardless of current mentoring program structure, applicants must provide details related to RFP requirements.
03/04/2020 RFP page 18, Goals and Objectives, Goal 2 (1st bullet)Provide a minimum of eight substance abuse and/or problem gambling prevention trainings to 150 adults, including mentors, per contract period. Information shared must support the mentor role/// Will you please clarify or provide examples that will meet the intended definition of "trainings" under the grant? Is web-based allowed? Applicants must provide face-to-face and web-based training.
03/04/2020 Does it have to a continuous last 3 years go having a mentoring program? Yes, page 19 of the RFP states the following, “ Applicants must have a minimum of three (3) consecutive years of experience providing youth-focused mentoring services.”
03/09/2020 We are having trouble finding how to answer the questions under the events for round 1 questions. Can you please direct us on how to find these questions. In IowaGrants, select the appropriate Funding Opportunity. A blue Questions tab is located on the far right side of the Opportunity Components line. All Round 1 questions are due on March 10, 2020. The Department will provide responses to Round 1 questions on March 17, 2020.
03/09/2020 Under 2.02 Description of Work and Services - Requirement A. states "engage 5-18 year old youth." Currently, we serve mentees from 6-16 years of age. Does that fit since they fall within the 5-18 age range? Yes.
03/09/2020 Under 2.01 Goals and Objectives of the Program - Goal 2, are the minimum number of training and presentations and the minimum number reached for each one need to be complete during FY21 or the contract period July 1, 2020- June 30, 2026? Per the Cover Page, the Project Period is July 1, 2020 - June 30, 2026 and the Contract Period is July 1, 2020 - June 30, 2021. The minimum number of trainings/presentations and minimum number reached must be completed within the timeframe of July 1, 2020 - June 30, 2021.
03/09/2020 Under 2.01 Goals and Objectives of the Program - Goal 2, promoting Your Life Iowa with presentations is also an Action Step in the current Integrated Provider Network Prevention Work Plan. Goal 2 states "Services shall not duplicate efforts that currently take place within the awarded Service Area. Would this be a duplication to also provide these presentations under this funding stream? How should we proceed? The same presentations cannot be counted under multiple funding opportunities as this would be a duplication of services. Contractors providing similar services must collaborate and coordinate presentations to ensure services are not provided to the same audience.
03/09/2020 Under 2.01 Goals and Objectives of the Program - Goal 2, Your Life Iowa presentations. Could this resource be included in a presentation about mentoring or the substance abuse and/or problem gambling trainings that are required? No, Your Life Iowa presentations may not be included within required presentations in other grants and are identified as a separate requirement in this RFP.
03/09/2020 2.02 Description of Work and Services, Requirements D. It stated that "applicants must utilize one of the mentoring program formats below." Can both Community-Based and School-Based be utilized? Yes, Applicants may choose to utilize more than one mentoring program format identified in the RFP.
03/09/2020 2.02 Description of Work and Services, Requirements D. "one mentor and one mentee" is mentioned under both formats. We have a few matches where a couple or a family mentors one mentee together. Would this count as a match under this grant? Yes.
03/09/2020 2.02 Description of Work and Services, Requirements H. "matches can include matches that continue with the program each FY and new matches that are established yearly." With new matches, do they have to be together for a certain period of time during that fiscal year to count as a match or does every new match in the fiscal year count? Each new match in the fiscal year would count. In addition, page 22 of the RFP states, “ Mentee/Mentor Initial Match may be from matches that have carried over from the previous year. For re-matched mentees, applicants must assure the mentee has been active in the program for a minimum of three (3) months prior to submitting a claim.”
03/09/2020 2.02 Description of Work and Services, Requirements I. "Criminal background checks are a necessary component of screening prospective mentors and must be conducted before initiating any contact." Does this exclude mentors who are under the age of 18 as a criminal background check would not be available? For mentors under the age of 18, applicants must have established background protocol checks based on agency expectations and requirements.
03/09/2020 2.03 Staffing or Personnel Requirements. A minimum 1.0 FTE is mentioned. Can two mentoring coordinator positions make up this 1.0 FTE or does it need to be a minimum of one mentoring coordinator at 1.0 FTE? Page 28 of the RFP states the following, "Mentoring Coordinator (The funded applicant must identify a single Mentoring Coordinator who is funded at a minimum of 1.0 FTE throughout the project period and is non-negotiable)."
03/09/2020 Can the proposal include both school based and community based mentoring or does it have to be limited to one or the other? Yes, Applicants may choose to utilize more than one mentoring program format identified in the RFP.
03/17/2020 We have the required 1.0 FTE mentoring coordinator. Can we add a part-time mentoring coordinator in addition to the required 1.0 FTE? Yes, Applicants may choose to employ a part time coordinator in addition to the required 1.0 FTE mentoring coordinator. Please refer to Section 2.03 Staffing or Personnel Requirements to identify the experience needed by all mentoring program staff.
03/18/2020 Under Section 2 - Description of Services Goal 2, it lists Promote Your Life Iowa and provide a minimum of 10 presentations. Please elaborate on 1) what is considered a "presentation"? (not sure if that means we have someone from Your LIfe come and present or dissemination of information and 2) how will this information be asked to be documented in order to reach the required 100 #? Your Life Iowa presentations must include face-to-face and/or web-based training that are coordinated and provided by the Applicant. 2.) Applicants are responsible to include at least one SMART (Specific, Measurable, Achievable, Relevant, and Time-Based) objective for each goal identified in the RFP. Applicants must determine how their agency will document the successful completion of each identified RFP requirement.
03/18/2020 Section 3.02 states the number of goals (4) that are required in the work plan. It states a range of 3-6 action steps are required under each Objective for the goals. However, I’m not seeing where it states a minimum or maximum number of Objectives for each goal. Can you clarify? See Page 19. Objectives which states, “Each goal must include at least one SMART (Specific, Measurable, Achievable, Relevant, and Time-Based) objective.
03/19/2020 If our agency has provided mentoring services for 3 consecutive years in the past, however not in the past 4 years, are they still able to apply? See Page 19. Requirements which states, “Applicants must have a minimum of three (3) consecutive years of experience providing youth-focused mentoring services. This funding opportunity is intended to support current mentoring programs to continue improving the health of Iowans by focusing on the important role youth mentoring has in preventing substance abuse and problem gambling for all 12 months of the year.
03/19/2020 What type of documentation will you need to provide showing you have had a mentoring program for at least 3 years? Page 28. Background and Demonstrated Experience states, “Applicants who are currently certified through the Iowa Mentoring Partnership shall provide a copy of their current certification. If an applicant is not certified, they must describe the process to become certified within the first year of the project.”
03/23/2020 Round 1 Technical review states the audited financial statements are to be included with the application. Where are these to be uploaded? Financial audits do not need to be uploaded anymore and the upload fields have been removed from the business organization form. Copies of these audits will only be required if requested by the IDPH Auditor.
03/23/2020 Under Goal 2 of the work plan with the listed trainings and presentations, do all of these have to be provided by the Mentoring Coordinator or can others provide the trainings and presentations? All training and presentations listed in the Request for Proposal must be conducted by the Mentoring Coordinator and/or Supervisor. The Mentoring Coordinator and/or Supervisor may choose to collaborate with local partner/s to co-facilitate these efforts.
03/23/2020 I have a question regarding the RFP, section 2, page 19: Goal #2 states "Quarterly distribution of substance abuse and problem gambling prevention information..." yet the first bullet point under goal 2 states to "Provide a minimum of eight (8) substance abuse and/or problem gambling prevention trainings to one hundred fifty (150) adults..." and the third bullet point states "Applicants shall provide a minimum of ten (10) Your Life Iowa presentations, to one hundred (100) individuals..." Could you clairify the required frequency applicants are required to distribute substance abuse and problem gambling prevention? Is it quarterly, eight, or ten? Additional question regarding these trainings: do they need to be in person or can they be done virtually? Thank you! Each of the four bulleted points listed under Goal 2 are separate and distinct services. These services must be provided throughout each contract year. The dosage listed for each is independent of the others. Applicants must provide face-to-face and web-based training.
04/01/2020 In regards to Unallowable Costs (page 24), can you explain what is meant by "Services that support mental health promotion and mental disorder prevention strategies"? Services provided should focus on substance misuse prevention strategies including alcohol, tobacco, and other drug use, as well as problem gambling prevention strategies
04/03/2020 Can we file a grant for our YMCA, if they have not had a mentoring program, but their school has and their school will be a big part of the program? See Page 19. Requirements which states, “Applicants must have a minimum of three (3) consecutive years of experience providing youth-focused mentoring services. This funding opportunity is intended to support current mentoring programs to continue improving the health of Iowans by focusing on the important role youth mentoring has in preventing substance abuse and problem gambling for all 12 months of the year
04/06/2020 Do you think COVID-19 will affect funds available for this grant either this year or in the coming years? Currently no changes in funding are noted. Section 1.05, Available Funds states the following, “Actual total awards and individual contract funding levels may vary from that listed or funding may be withdrawn completely, depending on availability of funding or any other grounds determined by the Department to be in the Department’s best interests.”
04/06/2020 In addition to the FTE covered in the direct expenses, would an additional employee who does the reporting for the grant be considered a direct expense or administrative expense? Refer to Indirect or Administrative Costs beginning on page 23 which states, “Administrative costs are those that are incurred for common or joint objectives, and therefore cannot be identified readily and specifically with a sponsored program, but are nevertheless necessary to the operations of the organization. For example, the costs of operating and maintaining facilities, depreciation and administrative salaries are generally treated as indirect/administrative costs.”
04/06/2020 On page 21, letter J it says that we “must have an established and ongoing collaborative relationship with the Integrated Provide Network contractor within the awarded Service Area". Do we need to establish a relationship with each contractor listed in our service area (multiple counties) or is having just one okay? Also, can you give examples of what this collaborative relationship needs to look like? Applicants that are proposing to serve multiple counties must have an established and ongoing relationship with each Integrated Provider Network contractor within the identified Service Area/s. Collaborative efforts may look different for each Applicant so no specific examples are provided.
04/07/2020 In the last round of questions IDPH said that the required presentations can be web-based. Can the web-based presentations be pre-recorded or do they need to be live? Web-based presentations may be pre-recorded; however, to achieve higher community engagement and outcomes, it would be best to conduct virtual presentations live.
04/07/2020 Is subcontracting for some of the My Life Iowa presentations allowed? All training and presentations listed in the Request for Proposal must be conducted by the Mentoring Coordinator and/or Supervisor. The Mentoring Coordinator and/or Supervisor may choose to collaborate with local partner/s to co-facilitate these efforts.
04/07/2020 Can you use your school mentoring programs for numbers of mentors/mentees? If they are high school students and elementary students? See Page 19. Requirements which states, “Applicants must have a minimum of three (3) consecutive years of experience providing youth-focused mentoring services. This funding opportunity is intended to support current mentoring programs to continue improving the health of Iowans by focusing on the important role youth mentoring has in preventing substance abuse and problem gambling for all 12 months of the year.

Applicants with current mentoring programs must utilize either a Community-Based Youth Mentoring or School-Based Youth Mentoring format. Peer Mentoring is an optional component which often includes high school students mentoring elementary or middle school students which may be counted towards the total number of mentor/mentee matches. Optional mentoring program components must be implemented along with RFP required community-based or school-based mentoring programs.
04/07/2020 In regard to Goal 2 - most specifically the 8 trainings and 10 presentations. Will this be the expectation regardless of funding level - or can/will it be prorated based on the amount requested/awarded of a 100% funding level? The required services listed under Goal 2 will remain the same regardless of the amount of funding applied for.
04/07/2020 Funding at $1,000/match for the target number of matches to be served within the first year - will there be a cut off of when the match is made for it to count within the first year or will the target number of matches be given until June 30? The ratio shall be taken into account when providing the target number of matches to be served within the first year of funding which concludes on June 30, 2021
04/07/2020 Will programs be able to "bring on" any matches at the beginning of the first funding year - or must all matches that would "count" be made after the start date of the funding? Yes, matches from the previous year may count towards the overall mentor/mentee match total. Refer to Section 2.04 Budget which states, “Mentee/Mentor Initial Match may be from matches that have carried over from the previous year.
