Excerpts from the Application:


Iowa Administrative Code 641 - Chapter 24 provides guidance on the administration of Iowa’s Grants-to-Counties program in accordance with Iowa Code sections 135.11(26) and 455E.11. The Iowa Department of Public Health (Department) contracts with local boards of health (Applicant) for this program.

a.     Purpose

To support the county boards of health for testing private water wells, reconstructing private water wells, and plugging abandoned private water wells within the jurisdiction of each county’s board of health.

b.     Eligible Applicants

Eligible Applicants are local boards of health which have adopted standards for private water supply and private sewage disposal facilities at least as stringent as and consistent with 567 IAC 49 and 567 IAC 69. A local board of health may submit only one application, either as an individual Applicant or as a member of a multicounty application. The Applicant must demonstrate staffing capacity by identifying key personnel, including Qualified Staff, as outlined in Iowa Administrative Code 641-Chapter 24. 

 c.       Funding Information

The Grants-to-Counties program contracts will be funded from Iowa’s Groundwater Protection Fund.  A percentage of the total amount allocated to the Department for FY18 will be divided equally among the awarded boards of health.  If funding for the fiscal year beginning July 1, 2017 remains at fiscal year FY17 levels, and the same number of counties are funded, each awardee would receive $26,530.  Actual contract amounts for this program may change, and may not be determined until June 2017.

Changes to IAC 641-Chapter 24 in 2016 allow the Department to reallocate unspent Grants-to-Counties funds.  All counties participating in the grant program will receive an original appropriation, and counties which demonstrate an under-utilization of funding (based on current and historical practices) will receive a mid-contract reduction in funding.  Mid-year reallocations will allow for more effective and complete use of funding for private well services while at the same time direct funding to areas of Iowa that have demonstrated a need for additional funding.


A local board of health applying for Grants-to-Counties program funds must demonstrate that it is prepared to provide the minimum activities upon receipt of funding on July 1, 2017. The minimum standards, as outlined in Iowa Administrative Code 641 - Chapter 24 must be met by all grantees.
