Excerpts from the RFP:

 

1.01     Purpose

The purpose of this Request for Proposal (RFP) #58817010 is to solicit proposals/applications that will enable the Iowa Department of Public Health (IDPH) to select applicants to receive an education and training grant for tuition and fees associated with obtaining certification as a behavior analyst or assistant behavior analyst.

The goal of this program is to expand the number of board certified behavior analysts (BCBA) and board certified assistant behavior analysts (BCaBA) to provide applied behavior analysis and treatment to Iowans.

These activities relate to Healthy Iowans 2020, Access to Quality Health Services and Support (Availability and Quality of the Health Care Workforce).

1.02     Project Period/Contract Term

The project period shall be from January 1, 2017 to December 31, 2022 

IDPH expects the initial contract period to be a minimum of 3 years up to a maximum of a 6-year term from January 1, 2017 to December 31, 2022 but is subject to adjustments by IDPH related to funding, time required to complete certification and required service obligation, or other occurrences as approved by IDPH. For example, applicants who have approximately one year or less of coursework remaining will likely receive a 3-year contract (1 year for finishing coursework and obtaining certification plus 2 years for the required service obligation in Iowa).  Other applicants completing a master’s level degree or part time applicants may take up to 4 years to complete coursework and certification and the 2-year service obligation resulting in a 6-year contract.

The behavioral analyst education and training grant contract period will not automatically coincide with the dates covered by the applicant’s academic program calendar.

The issuance of this RFP in no way constitutes a commitment by IDPH to award a contract.

1.03     Eligibility Requirements

Refer to the RFP for eligibility.

1.04 Available Funds

Funds provided for education and training grants under this RFP are provided through state legislature appropriations.

IDPH has approximately $487,500 total funding available under this RFP to award multiple applicants various grant amounts.

The maximum grant/award amount available to eligible applicants is up to 50% of costs for the applicant’s tuition and fees.

The actual number of awards and award amounts will vary depending on the number of applicants, the estimated future tuition and fees costs for awarded applicants, or funding may be withdrawn completely, depending on availability of funding.                     

If additional funding becomes available within the project period and with reasonable time available for fulfillment of contractual expectations, IDPH may fund applicants that receive a funding status of “approved, but not funded” under this RFP.

10/12/2016 I am working on applying to grad schools right now. I know the application says you have to be accepted to a school. As long as I get accepted and have a plan to start within the next year or so, will that be acceptable? Or would I need to start coursework as soon as possible? Start dates for all applicants need to meet the eligibility requirements as noted in Section 1.03 Eligibility Requirements of the RFP. By the start date of the awarded contract that is expected to take place on or soon after January 1, 2017 for this RFP, the applicant must be accepted for admission or be attending or enrolled in a university, community college, or an accredited private institution, at a physical location or online, within or outside the state of Iowa. If an applicant is accepted and plans to start coursework at a later date than January 2017, the project plan of study must demonstrate that the applicant will be able to complete all contractual obligations including the service requirements within 6 years or less. A sample contract can be reviewed in the RFP attachments.
10/19/2016 Hello, A few of us are seeking clarification for a couple pieces of the application requirements. 1. It states, "Applicants will be required to upload documentation of their acceptance letter from the educational institution) in the BCBA/BCaBA Eligibility Requirements Form Application Form." -The Florida Institute of Technology program has online courses you do not necessarily "enroll" for as a full-time/part-time student, but pay for as you go. If we are not able to purchase these online courses until they are offered throughout the year, how would you like us to meet this requirement for the application? This leads into our next question: 2. How do we provide full-time or part-time proof until we are able to purchase online enrollment in these courses? Thank you so much for you time and clarification around these matters! Part 1. Applicants conducting online education programs will need to request an initial enrollment verification letter from the educational institution and upload the document. The applicant will describe in the Project Plan of Study the expected courses and terms required in order to complete coursework for certification.

Part 2. If the enrollment letter issued by the institution does not indicate enrollment status as full or part time, the applicant may substitute other documentation, such as printing the institutionís definition for full or part-time status from their website or other source, and/or a letter or statement drafted by the applicant indicating their anticipated enrollment status. The documentation must be from a verifiable source content that the full or part time status meets the definition of the educational institution.

11/01/2016 I am having a hard time determining what documents I should attach for the Eligibility Requirements portion of my application. What is RFP Section 1.03 to prove I am an Iowa Resident? Will my Driver's License work? Yes, a driverís license is one of the acceptable forms of proof of residency in Iowa. Refer to RFP section 1.03 Eligibility Requirements and the chart that defines Resident and Nonresident on page 5.
